Description
This replaces 1267T0R000 3 _InvasiveSpecies(NoxWeeds) - typo in solicitation number - should be 0004 not 0003. All other information remains the same. The Black Hills National Forest is actively working to reduce invasive plant species across the forest in an effort to foster productive and sustainable use of the National Forest Systems Lands and improving the condition of the forests and grasslands while fostering a good neighbor relationship with private landowners bordering national forest lands. The work will be on the Black Hills National Forest covering four Ranger Districts in both South Dakota and Wyoming. To accomplish these desired objectives, the contract requires the treatment of targeted invasive plant species (noxious weeds), and providing treatment data, including GPS/GIS data of treated areas. Supply of water may or may not be available in the local area of work, if not; the contractor will be required to furnish water. Management areas may be identified as non-motorized, trails, with or without water. Seasonal task order(s) will identify species to be treated in specific geographic areas and features such as burn piles, landings, meadows, uplands etc. The target treatment species and features may change from year to year and differ on individual task orders depending upon treatment needs in specific management areas. The anticipated contract will be a single award requirements contract with a ceiling price of $5 Million to fulfill the Government's need for the herbicidal application for treatment of invasive plant species. The contractor shall provide any and all labor, equipment, supplies, services, permits, licensing, supervision, workman's compensation, unemployment insurance, and transportation to accomplish all work necessary for performing the contract requirements. The use of bio-based products is anticipated in the performance of the contract. Awards for prior years weed treatment (Contractors are cautioned, specifications may have changed and requirements may be different than previous year's Contracts.): AG-67T0-C-16-0008 Mid Dakota Vegetation Management. Prices: with water $125.00/Acre, Without Water $130.00/Acre, Aquatic Application $100.00/Acre. Pre-Bid/Pre-Proposal Conference (a) The Government is planning a pre-bid/pre-proposal conference, during which potential offerors may obtain a better understanding of the work required. (b) Offerors are encouraged to submit all questions in writing at least five (5) days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. (c) In order to facilitate conference preparations, it is requested that the person named on the Standard Form 1449 of this solicitation be contacted and advised of the number of persons who will attend. (d) The Government assumes no responsibility for any expense incurred by an offeror prior to contract award. (e) Offerors are cautioned that, notwithstanding any remarks or clarifications given at the conference, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer. (f) The conference will be held: Date: May 17, 2018 Time: 10:00 AM MDT Location: Teleconference (Register to get call in number.) Attendance is not mandatory. All interested parties need to register to receive call in number to attend the meeting. If no-one registers for the meeting, the meeting will not be held. All interested parties must contact Brenda Anderson and register by noon May 16th.
