- Request for Information (RFI) RFI Announcement #1284479 (Ebuy Number) Title: Identity Theft Tax Refund Fraud & Information Sharing and Analysis Center (IDTTRF-ISAC) This announcement constitutes a Request for Information (RFI) for the purpose of determining market capability of sources and obtaining information. It does not constitute a Request for Proposals (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items and/or services discussed in this notice. Any formal solicitation that may subsequently be issued will be announced separately through Federal Business Opportunities (FedBizOpps) and GSA Ebuy. Information on the specific topics of interest is provided in the following sections of this announcement. Neither the Internal Revenue Services (IRS) nor any other part of the Federal government will be responsible for any cost incurred by responders in furnishing this information. The purpose of this RFI is to gather market research about experience operating an Information Sharing and Analysis Center as a non-profit Trusted Third Party. In the Identity Theft Tax Refund Fraud Information Sharing and Analysis Center (IDTTRF-ISAC), the IRS contracts with a non-profit Trusted Third Party(TTP) who operates the IDTTRF-ISAC Operational Platform which currently includes, but is not limited to, data sharing agreements between partners and the TTP; infrastructure hosting, maintenance, and improving the secure data sharing and analysis online platform(s); performing data analysis on partner data in order to produce timely analytical products for partner consumption; identity theft tax refund alerts functionality; partner engagement; strategic analysis for the IDTTRF-ISAC; engagement with the IDTTRF-ISAC Senior Executive Board; and program management. Specific Information of Interest: The Internal Revenue Services (IRS) is requesting that industry provide information responding to the questions below. A narrative summary or specifically tailored demonstration/example is more valuable than marketing materials or generic website content.
