- ACTION CODE: Sources Sought CLASS CODE: S - Utilities Housekeeping Service NAICS CODE: 561720 - Janitorial Services SUBJECT: S - Healthcare House Keeping Services at William Beaumont Army Medical Center (WBAMC) SOLICITATION NUMBER: W81K04-18-R-0020 RESPONSE DATE: 15 May 2018 - 12:00 PM (CST) PLACE OF PERFORMNACE: William Beaumont Army Medical Center (WBAMC) and the multiple Medical Treatment Facilities (MTFs) in the Health Service Area (HSA), which includes services of Biggs Army Air Field, TX, McGregor Range NM and White Sands Missile Range, NM. DESCRIPTION: The U.S. Army Medical Command (MEDCOM), Health Readiness Contracting Office (HRCO), on behalf of the Department of the Army, has developed this Request for Information (RFI) to solicit market research information from industry to determine the scope of industry capabilities and interest. The market research determination will be used to determine sources in the marketplace to perform the services. THIS IS A REQUEST FOR INFORMATION (RFI) ONLY: It is not a Request for Proposal, a Request for Quotation, an Invitation for Bids, a Solicitation, or an indication the HRCO will contract for the items contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary and the government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned and respondents will not be notified of the result of the review. This RFI does not restrict the Government's acquisition approach on a future Solicitation. The Government will not respond to questions submitted by industry in response to this RFI. The anticipated period of performance is 1 September 2018 through 31 August 2020 and will include FAR Clause 52.217-8, Option to Extend Service: potentially extending period of performance through 28 February 2021. The primary NAICS Code for this requirement is 561720, Janitorial Services, with a size standard of $18 million. DESCRIPTION OF SERVICES: The contractor shall provide all personnel, labor, equipment, material, tools, supplies, supervision, management, administration, and services, except as may be expressly set forth as government furnished, and otherwise do all things necessary to perform healthcare housekeeping for William Beaumont Army Medical Center (WBAMC) and the multiple Medical Treatment Facilities (MTFs) in the Health Service Area (HSA), which includes services of Biggs Army Air Field, TX, McGregor Range NM and White Sands Missile Range, NM. The medical center complex consists of a twelve-story hospital and twenty-nine out-patient clinic buildings. The twelve-story hospital includes twelve operating room suites, 128 total beds, four labor-delivery recovery beds. Clinics and services include: Emergency room, laboratory, obstetrical/gynecology, ophthalmology/optometry, orthopedics, pharmacy, physical therapy and radiology. The current estimated total square feet (SF) for WBAMC and multiple MTFs in the HSA is 950,118 (SF). 1. Is your firm currently International Sanitary Supply Association (ISSA) Cleaning Industry Management Standard (CIMS) certified? If not, your firm capability statement shall clearly demonstrate capability to obtain ISSA CIMS certification within 30 days of the contract's start date. A team member or major subcontractor may not be used to satisfy this requirement. 3. Does your firm have recent and relevant corporate experience comparable in a medical facility similar or larger to WBAMC healthcare housekeeping services within the last 24 of the previous 36 months. A team member or major subcontractor may be used to satisfy this requirement. 4. The capability statement shall include the details of how a proposed partnership/joint venture/teaming arrangement with another company (if applicable) will be organized, and what each company's responsibilities are within the partnership/joint venture/teaming arrangement.
