- A Pre-Proposal Conference will be held on 31 May 2018 from 10:00am - 11:00am, Local Time via teleconference. DESCRIPTION OF WORK: Project work consists of renourishment of eroded shoreline in Duval County between Florida Department of Environmental Protection (FDEP) Range Monuments R-42 in the north to R-80 in the south, terminating at the border between Duval County and St. John's County. The fill template is located within the municipalities of Atlantic Beach, Neptune Beach, and Jacksonville Beach. The project beach berm has a maximum berm elevation of +8.2 feet NAVD88, and a minimum berm elevation no less than +7.2 feet NAVD88 with a foreshore slope of 1 Vertical on 20 Horizontal to tie into existing grade. The width of the berm varies from the Construction Baseline as shown on the drawings. The project also includes a Non-Federal dune whose width and elevation varies as shown on the drawings. The sand for the project will be sourced from an offshore borrow area. Project work also includes, but is not limited to, vibration control and monitoring, environmental species monitoring, and turbidity monitoring. Work will be divided into a Base and two Options (A and B). Base: Renourishment of Jacksonville Beach between R-80 to R-57.8 and Atlantic Beach R-53.3 to R-41.8 Option A: Renourishment of Neptune Beach from R-57.8 to R-53.3 Option B: Renourishment of Hanna Park from R-41.8 to R-33.5 The contractor shall begin performance within 90 calendar days and complete performance within 225 calendar days after the NTP, including: Base- 185 calendar days (Includes 90 Calendar Days for Commencement); Option A - 15 calendar days, Option B - 25 calendar days; Total - 225 calendar days. The performance period is mandatory. PROPOSAL REQUIREMENTS: The Invitation for Bid (IFB) will be issued on or about 18 May 2018 and bids will be due on or about 19 June 2018. NAICS Code 237990, size standard $27.5 million. Magnitude of construction is between $15,000,000.00 and $25,000,000.00. THIS IS AN UNRESTRICTED ACQUISITION. ALL RESPONSIBLE OFFERORS ARE ENCOURAGED TO PARTICIPATE. NOTE: COAST GUARD CERTIFIED HOPPER DREDGE IS REQUIRED.
