- Sole-Source RFQ for the CBPS Blower Kit Assembly Notice to Accompany TDPs Blower Kit Statement of Work This Notice serves as a Synopsis for Blower Kits for the Chemical Biological Protective Shelter (CBPS) Program. This notice is to publicly inform of a sole-source action to Federal Fabrics Fibers, Inc., Cage 0P9Y9, for a five (5) year, Firm Fixed Price IDIQ for the stated requirement. The statement of work (SOW) and associated information can be found in the documentation attached to this notice. This notice is issued solely for informational purposes to inform industry of the intended sole-source action. Interested and capable vendors are welcome to provide proposals. Responses to the Synopsis are not proposals to which ACC-RI can issue orders. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source, under the authority of FAR 6.302-1. All interested and capable vendors may provide a submittal that will be reviewed by the Government. However, a determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All information received in response to the synopsis marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responders are solely responsible for all expenses associated with responding to this synopsis. ACC-RI will not pay for information received in response to this synopsis. Responses to the synopsis will not be returned. All changes to the solicitation synopsis that occur prior to the closing date will be posted to FedBizOpps. It is the responsibility of interested vendors to monitor FedBizOpps for amendments that may be issued to this synopsis. If you believe your company has the capabilities to provide the above specifications, please submit the following information: 1. Company name and mailing address 2. Company point of contact, email addresses and telephone 3. Capabilities Statement 4. Companies DUNS number 5. Cage Code 6. Size category and socioeconomic status 7. List of all subcontractors and the associated parts/materials that they will be providing. 8. List of recent Government contract work that highlights similar supplies/services provided. 9. A short and precise description of how your company will approach and complete the requirement. Must highlight a complete understanding of the material requirements and specifications. Must indicate a full understanding of the technical expertise required to produce the end items. 10. A statement of required time (in days) after receipt of award (if awarded) to produce 3 full sets for First Article Testing (FAT). 11. A statement of required time (in days) after approval of FAT to begin providing production at a rate of 3-5 full sets per month. Notice to Contractors: All contractors who provide goods or services to the Department of Defense (DoD) must be registered in the System for Award Management (SAM). To register in SAM please go to www.sam.gov. Qualified vendors must submit responses via email to: Mr. Todd Kowalke at todd.w.kowalke.civ@mail.mil and Mr. Val B. Hansen at val.b.hansen.civ@mail.mil, by 25 May 2018, 1400 Central Time (CT). Responses posted to FedBizOps will not be reviewed. Responses must be submitted in the format specified above and in full. It is the responsibility of the interested vendors to provide submittals to the POC's listed above.
