- Sole Source Memo (Redacted) The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement for Rising Step Load (RSL) testing of four different alloys for a total of 120 specimens. The services provided by L. Raymond & Associates will be to provide the service of testing the alloy specimens at various temperatures for various timeframes to measure the hydrogen embrittlement threshold per ASTM F1624-12 standards. The NAICS code is 541380 and the business size is $15 million. The proposed purchase order is being solicited on a sole-source basis to L. Raymond & Associates. The proposed action is for services to provide testing of alloy specimens at various temperatures for various timeframes to measure the hydrogen embrittlement threshold per ASTM F1624-12 standards, for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: L. Raymond & Associates is responsible for creating the RSL ASTM F1624-12 standards for testing and is the only facility that can test all 120 specimens concurrently. The NSWCCD intends to award a firm fixed-price purchase order to L. Raymond & Associates using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than 22 May 2018. This notice of intent is NOT a request for competitive proposals. However, all responses received by 05/22/2018, will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
