- This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. This notice is issued to help determine the availability of qualified companies technically capable of meeting the Government requirement and to determine the method of acquisition. It is not to be construed as a commitment by the Government to issue a solicitation or ultimately award a contract. Responses will not be considered as proposals or quotes. No award will be made as a result of this notice. The Government will NOT be responsible for any costs incurred by the respondents to this notice. This notice is strictly for research and information purposes only. North American Industry Classification System (NAICS) CODE: The NAICS code applicable to this requirement is 334510 - ELECTROMEDICAL AND ELECTROTHERAPEUTIC APPARATUS MANUFACTURING. The related small business size standard for this NAICS code is 1,250 employees or fewer. Statement of Need and Purpose: The purpose of this acquisition is to upgrade recording capabilities compatible with an existing Blackrock Microsystems NeuroPort neural signal processing equipment housed in the Functional and Restorative Neurosurgery Unit (FRNU) within the National Institute of Neurological Disorders and Stroke (NINDS) to allow for recording up to 512 channels of electrical activity from the human brain at one time. Experiments conducted in the FRNU of NINDS seek to understand the complex and broadly distributed human memory system through the analysis of electrical activity from voluntary participants in a short, clinically determined period of time; thus the efficient acquisition of electrical neurological signals is necessary. The upgrade of FRNU's current recording capabilities with its Blackrock Microsystems NeuroPort Recording and Acquistion System from 256 channels to 512 channels will allow the FRNU to gather more neurological data from more brain regions in the same limited period of time. It is imperative that the acquisition system be compatible with FRNU's existing Blackrock Microsystems NeuroPort equipment so that the FRNU can continue collecting data for ongoing experiements. The Blackrock Microsystems NeuroPort system is the only system capable of integrating with FRNU's current Blackrock NeuroPort neurological recording setup. Background Information and Objective: The Functional and Restorative Neurosurgery Unit (FRNU) exploits the unique investigative opportunities provided by intracranial electrical recordings during neurosurgical procedures. Using recordings captured from epilepsy patients implanted with subdural and depth electrodes, we investigate the activation of cortical networks during memory encoding and recall, and using the recordings captured during the implantation of deep brain stimulators, we investigate the role of the basal ganglia in learning and decision making. Generic Name of Product: Real-time neural data acquisition equipment Contract Type: A firm fixed price type contract is anticipated for this requirement. BRAND NAME/COMPATIBILITY WITH EXISTING EQUIPMENT REQUIREMENT The Functional and Restorative Neurosurgery Unit (FRNU) at the National Institute of Neurological Disorders and Stroke (NINDS) currently utilizes a Blackrock Microsystems NeuoPort recording and acquisition system in support of its research efforts. In order to maintain the scientific integrity of the research data collected on previous and ongoing research, the recording and acquisition system being acquired via this procurement must be fully compatible with the existing Blackrock Microsystems NeuroPort equipment currently in use. The Blackrock Microsystems NeuroPort system is the only system capable of integrating with FRNU's current Blackrock NeuroPort neurological recording setup to enable continuation of its ongoing research efforts. Due to research data integrity issues, the use of any equipment other than Blackrock Microsystems Neuroport recording equipment would require the FRNU to duplicate previously conducted research at unacceptable cost and delay. As such, only Blackrock Microsystems name brand recording and acquisition equipment is suitable for the FRNU's neurological recording system capacity upgrade.
