Description
This is NOT a Solicitation. This is a Notice of Intent to Sole Source. The U.S. Army Corps of Engineers (USACE), Portland District intends to award a sole source contract to the Portland State University (PSU), Oregon Biodiversity Information Center (ORBIC) for services to conduct population monitoring of the federally endangered Western Snowy Plover (Charadrius nivosus nivosus) at Coos Bay North Spit. Along the Oregon coast, plover populations are limited by degraded and declining habitat, increasing predation pressure from native and introduced predators, and increased human disturbance. Historically, plover habitat at Coos Bay North Spit has been the most productive in Oregon. The goal of Western Snowy Plover management is to maintain high levels of productivity and sustainable populations at recovery levels for this conservation-reliant species. Management has focused on improving habitat, limiting human disturbance, and controlling predation; current population levels are dependent on continued management. Monitoring the population along the Oregon coast is a crucial component of management, because it is used within and between seasons to identify if conservation actions are having the desired effect, to identify new problems that need immediate action, and to assess whether recovery goals under the Endangered Species Act are being met. Field objectives include: Monitor of the abundance and distribution of Snowy Plovers on the Coos Bay north spit to estimate the size of the adult Snowy Plover population. Locate plover nests. Use mini-exclousures as needed to protect nests from predators. Determine nest success rates. Determine fledgling success rates. Identify causes of nest and brood failure. Record data about predators observed and evaluate effectiveness of predator management. Assist federal agencies with movement of signs and ropes to direct people away from seasonally closed areas, as time allows. Provide data to cooperating agencies in weekly reports and a final report by December 30th of the year. ORBIC possess the experience, permissions, and permits to conduct these services including Portland State University Institutional Animal Use and Care permit number Protocol #53 1, USFWS recovery permit TE39372B-0, USGS banding permit 21825, and an agreement with Oregon Department of Fish and Wildlife for work with endangered species. The statutory authority for this sole source procurement is 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 611310 - Environmental, Conservation, and Wildlife Organizations. The size standard as defined by the U.S. Small Business Administration is $27.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Responsible sources may submit a capability statement to the Contracting Officer before the notice end date. If no affirmative written responses are received by 4:00 PM PST on 24 May 2018, an award will be made without further notice. Oral communications will not be accepted in response to this notice.
