This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97 January 1, 2018. The associated North American Industrial Classification System (NAICS) code for this procurement is 337214 with a small business size standard of 1000 employees. The Department of Veterans Affairs, Northern California Health Care System, 10535 Hospital Way, Mather, CA 95655-2900, is seeking to purchase Artwork for the TBI Research Bldg. in Martinez, CA. All interested companies shall provide quotations for the following: Item 0001 Brand Designer Art of California (or equal) Description Large Framed Prints Approximately 36x48, Including tamper-proof Frame, Single 4 Matte, Security Mounting Hardware Natural Finish Wood Frame, Flat Profile 1-5/16 W x 13/16 H, 4 Archival Mat, UV Blocking Plexiglass Quantity 11 Each Item 0002 Brand Designer Art of California (or equal) Description Small - Medium Framed Prints Approximately 24x24; 12x18, Including tamper-proof Frame, Single 4 Matte, Security Mounting Hardware, Natural Finish Wood Frame, Flat Profile 1-5/16 W x 13/16 H, 4 Archival Mat, UV Blocking Plexiglass Quantity 42 Each Item 0003 Description Installation & Delivery See Attached Statement of Work Delivery shall be provided not later than 30 days after receipt of award. Delivery shall be FOB-Destination. Place of Performance/Delivery Department of Veterans Affairs Medical Center, Northern California Health Care System, 150 Muir Road Martinez, CA 94553 Evaluation Procedures: Comparative evaluation of quotations will be made in accordance with FAR 13.106-2(b)(3), which means evaluating one quote with another in a uniform and fair manner. Only quotations from authorized distributors will be accepted. TIERED EVALUATIONS INCLUDING LARGE BUSINESS CONCERNS: This solicitation is being issued as tiered evaluation with the following tiers: (1) SDVOSB concerns, (2) VOSB concerns, (3) small business concerns with HUBZone small business concerns and 8(a) participants having priority; and (4) large business concerns. If award cannot be made, the solicitation will be cancelled and the requirement resolicited. Evaluation Factors/Process: The factors to be evaluated are price, delivery, technical acceptability. Please see Statement of Work and Salient Characteristics. Vendors are required to provide a price based on the Statement of Work/Salient Characteristics. The lowest price vendor will then be required to submit examples of art that could satisfy the requirement. Examples can be provided via website, electronically or brought to the Interior Design Team at the VA. The Design Team will then choose artwork that doesn t exceed the lowest price indicated in the quotation. The Design Team has the right to not choose any artwork at all. Award: An award will be made based on the lowest price quotation that meets or exceeds the Statement of Work/Salient Characteristics. VA will issue a purchase order to the selected submitter at the submitted price or at the discussed discounted price. The contracting office will post awards over $150K to FBO.gov. This is an open-market combined synopsis/solicitation for products as defined herein.    The government intends to award a purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: "The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition."
