- The Army Contracting Command - New Jersey (ACC-NJ), on behalf of the United States Army Pacific (USARPAC), is releasing this special notice to inform interested parties of an Industry Panel to provide an update on the Army's Multiple Domain Task Force (MDTF) Pilot Program and related opportunities for industry. USARPAC is the lead for the Army's Multiple Domain Task Force (MDTF) Pilot Program to inform the possible design of new Army formations that execute long range precision strike, integrated air and missile defense, electronic warfare, space, cyber, and information operations. The purpose of these formations is overmatch in all domains to help re-enable Joint and Combined Arms Maneuver in heavily contested anti-access and area denial (A2AD) environments. USARPAC is assessing industrial base capabilities for state of the art enabling technologies to help address key capability gaps and, where appropriate, to coordinate for experiments and technology demonstrations in support of the Army's MDTF Pilot Program over the next several years. Technology Focus Areas. Proposed solutions should address key capabilities to enable the MDTF to be a scalable, rapidly deployable, and agile force. Such as, but not limited to solutions to enable; 1. Integrated Joint/Partner Fires Targeting (Lethal & Non-lethal) 2. Long Range Cross-Domain Fires 3. Land-based anti-ship missile capabilities 4. Long range strike capabilities from air, surface, and maritime platforms 5. Mobile Integrated Air Defense from air, surface, and maritime platforms 6. Multi-Domain Artillery 7. Integrated Intelligence 8. Cyber Electro-Magnetic Activities (CEMA) 9. Space Effects at Operational and Tactical Levels 10. Organic Over-the-Horizon (OTH) Surveillance & Targeting (including elevated sensors and UAS) 11. Integrated and Layered (short, medium, and long range) Air and Missile Defense capabilities and low-cost effectors 12. Mobile and survivable sensors (active, passive, seismic, etc.) 13. Camouflage, Concealment, and Deception (CCD) across multi-spectral; visual, IR, cyber, active RF, etc. 14. Joint Multi-Domain Common Operating Pictures (COP) and redundant and resilient network architectures 15. Survivable UAS (point launch/recovery, low observable) with modular/multi-payload options: ISR, EW, SIGINT, Kinetic 16. Advanced Logistics and Sustainment 17. Assured Communications, PNT, on and offshore datalink transmission; 18. Manned-Unmanned Teaming (MUM-T) 19. Development of Agile Leaders (Human Dimension). Technology Readiness Level (TRL). Proposed technologies should be TRL6+ within the FY18-21 time frame, with prototypes available for Military User Assessments (MUA) or in USARPAC/PACOM Joint experimentation events. LANPAC 2018. The 2018 Association of the United States Army (AUSA) LANPAC Symposium & Exposition will be held 22-24 May 2018 at Sheraton Waikiki, Honolulu, HI. The theme of this year's event is the "Future of Land Force Integration: Multilateral Approaches across the Indo-Pacific". The aforementioned Industry Panel hosted by USARPAC will be held at LANPAC on 22 May 2018 to provide an update on the MDTF Pilot Program and opportunities for industry to participate in the Campaign of Learning. USARPAC is interested in seeking out industry partners with novel technology solutions to address the MDTF Technology Focus Areas. Technology Transfer, Cooperative Research and Development Agreements (CRADAs), and Industry Partnerships. To accomplish this, USARPAC in partnership with the US Army Research, Development, and Engineering Command (RDECOM) is interested in forming Cooperative Research and Development Agreements (CRADAs) with industrial base sources to develop and exercise enabling technology in Warfighter experimentation events in the FY18-21 timeframe to assess these technologies. Details on the CRADA arrangements will be presented during LANPAC. One-on-one breakout conference rooms may be made available, as required, during the afternoon for additional discussions. It should be noted that attendance by foreign representatives is contingent upon their submitting and obtaining approval of an embassy-sponsored visit request (Foreign Visitor Request), and any decision to enter into a subsequent CRADA is contingent on compliance with US export control laws, policy and regulations. USARPAC in collaboration with RDECOM intends to evaluate appropriate CRADA concepts and proposals in support of MDTF-Pilot Program capability objectives. RDECOM is made up of six Research, Development and Engineering Centers (RDEC) and the U.S. Army Research Laboratory (ARL). The RDEC's and ARL will be responsible for developing and executing appropriate CRADA partnerships. USARPAC will collaborate with the executing RDEC/ARL to identify potential MDTF-Pilot Program experimentation events during FY18-21. The executing federal lab will provide personnel, facilities, equipment or other resources with or without reimbursement (but not funds to non-federal parties). The non-federal parties will provide personnel, funds, services, facilities, equipment or other resources to conduct specific research or development efforts that are consistent with the mission of the laboratory. RDECOM respects the importance of corporate intellectual property and data security while balancing the need to document the benefits of public expenditures. Provisions relating to proprietary information and intellectual property shall be set forth in the CRADA. NOTE: An invitation to or participation in AUSA LANPAC/Industry Panel will not constitute any commitment on behalf of USARPAC and/or RDECOM to pursue future work.
