N0016418RQS02 - SOLE SOURCE - AN/SLQ-32(V)6 ENVIRONMENTAL QUALIFICATION TESTING (EQT) - PSC H258 - NAICS 541380 Issue Date: 09 May 2018 - Closing Date: 02 August 2018 - 3:00 P.M. EST Naval Surface Warfare Center (NSWC) Crane has a requirement for a Firm Fixed Price (FFP) contract to be negotiated on a sole source basis in accordance with the statutory authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The proposed contract action is for test services for which the Government intends to solicit and negotiate with one of two approved sources, National Technical Systems, Inc. (NTS), Rustburg VA or Hi-Test Laboratories, Inc (Hi-test), Arvonia, VA under the authority of FAR 6.302-1. The basis for restricting competition is NAVSEA Instruction 9491.1C dated 21 March 1996, which specifies the high impact shock test requirements for shipboard machinery, equipment, and systems. NAVSEA Instruction 9491.1C lists only two contractor locations that are approved for Class HI shock testing in accordance with Military Specification MIL-S-901D. The two contractors are NTS and Hi-test. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) in order to receive the controlled attachments.
