- SOURCES SOUGHT DESCRIPTION This is not a solicitation announcement. This is a sources sought synopsis only. The purpose of this is to gain knowledge of potential qualified sources (specifically, Small Businesses) and their size relative to NAICS 337127, Standard Size 500 employees. Responses will be used by the Government to make appropriate acquisition decisions. Responses are not considered responses to any potential solicitation announcement. All contractors are encouraged to respond to this sources sought. The U.S. Army Corps of Engineers (USACE), Little Rock District is seeking information for a requirement for the initial outfitting (IO) of the Walter Reed National Military Medical Center (WRNMMC) Urology Department located in Bethesda, MD. The requirement is for commodities and services required to validate, outfit, transition, and activate the WRNMMC Urology Department. The Urology Department occupies approximately 8,000 sf on the second floor of the main WRNMMC building. Construction is scheduled to take place in two phases; during each phase, the Urology Department will remain open with limited medical services. At time of solicitation, the project schedule is as follows: 1. Commodity and design validation: September-December 2018 2. Phase I move/disposal activities to ready Phase I space for General Contractor January 15-30, 2019 3. General Contractor Phase I activities February 1 - August 1, 2019 4. Phase I Initial Outfitting (IO) Beneficial Occupancy Date (BOD) August 1 - August 15, 2019 5. Phase I Open For Business (OFB) August 15, 2019 6. Phase II move/disposal activities to ready Phase II space for General Contractor August 15-August 30, 2019 7. General Contractor Phase I activities September 1, 2019 - March 1, 2020 8. Phase II IO BOD March 1 - March 15, 2020 9. Phase II OFB March 15, 2019 End of Initial Outfitting contract's period of performance shall be 3 months past Phase II OFB The anticipated work includes: Commodity and Design Validation The IO Contractor shall validate the commodity and design information provided in the solicitation package and additional data provided after contract award. During this Phase, the IO Contractor shall: • Conduct one round of User Interviews/Meetings • Deliver one IO Submittal • Provide information on commodities within the scope of the Statement of Work (SOW) to Construction Contractor • Attend on-site meetings with construction, design, and government organizations Phase I move/disposal activities to ready Phase I space for General Contractor The IO Contractor shall prepare Phase I space for construction activity by disposing, storing, or transitioning furniture, fixtures, and equipment item. Additionally, the IO Contractor shall move office space affected by Phase I to other locations either within the Urology Department or to other available spaces near the department. Phase I IO Validation and Transition IO Contractor shall take the finalized Designer of Record (DOR) documents and merge them with the Phase I IO Submittal, followed by 1 round of user meetings, 1 user review, and submit a Phase I IO Submittal. Phase I BOD At Phase I BOD, the IO Contractor shall take position of the Phase I space and perform transition, commodity installation and site activation, resulting in the Phase I clinic space being ready for operation. Phase II move/disposal activities to ready Phase II space for General Contractor The IO Contractor shall prepare Phase II space for construction activity by disposing, storing, or transitioning furniture, fixtures, and equipment item. Additionally, the IO Contractor shall move office space affected by Phase II to other locations either within the Urology Department or to other available spaces near the department. Phase II IO Submittal IO Contractor shall take the finalized Designer of Record (DOR) documents and merge them with the Phase 0 IO Submittal, followed by 1 round of user meetings, 1 user review, and submit a Phase II IO Submittal. Phase II BOD At Phase II BOD, the IO Contractor shall take position of the Phase II space and perform transition, commodity installation and site activation, resulting in the Phase I clinic space being ready for operation. All interested firms shall provide the following information: • company name • address • point of contact, phone number, email address • business size pursuant to the NAICS Code 337127, Standard Size 500 employees • capability statement The estimated value of the project is $2 Million - $5 Million. Responses to this notice shall be e-mailed to timothy.a.pighee@usace.army.mil. Telephone responses will not be accepted. Responses must be received in writing no later than Monday, May 24, 2018, at 12pm central time. This notice is to assist the USACE in determining sources only.
