Source of Sought A.This notice is issued as a Sources Sought notice for information purposes only. This notice does not constitute a Request for Quote/Proposal/Bid or complete package outlining the technical competencies/qualifications of the prospective contractor, nor does it represent any commitment by the Government. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. Vendors will not receive a formal notification or feedback on any information submitted nor will they be reimbursed for any costs associated with providing information in response to this announcement. No telephone calls will be accepted requesting a bid package or solicitation. A solicitation does not presently exist. All future proposed submissions or solicitation requirements will be solicited through the Government Point of Entry (GPE) and will be evaluated independent of any information submitted in response to this sources sought notice. B.The DLA Contracting Service Office of Columbus, Ohio is conducting market research in support of the DLA Pacific Energy Okinawa to determine the existence of potential sources to support the tanker operations training to be performed in Okinawa, Japan. The DLA Pacific Energy Okinawa is looking for a responsible contractor to perform the following training: Background: DLA Energy Okinawa requires Tanker Operations training to meet requirements of 33 CFR 150.10 subpart C Sec. 150.200. The needs of DLA Energy Pacific Okinawa is training in tanker ship to shore interface and operation management requirements. This will include covering : Cargoes at Terminals, Tankers, Tanker and Terminal Interface, Terminals, Notices. Not providing this training will result in non-compliance with Federal Regulations for operations of ocean terminals, which is required by law. DLA Energy Okinawa has approximately 30 personnel who are involved in Tanker Offloading/Loading. Training certification is required to ensure federal regulations and codes for training. It is mandatory that these employees are initially provided the 40-hour Tanker Operations training. Prior to DLA Energy taking over operations in Okinawa on 15 March 2013, employees had not received formal Tanker Operations training. DLA Energy Okinawa have identified approximately 30 personnel who require the Tanker Operations Training. Because 20 employees will require this training in Japanese language, the Contractor must be capable of providing training course material 60 days in advance to allow translation into Japanese language and a translator will be provided by DLA Energy Okinawa. Requested Information 1) What is the name, address, CAGE code, and DUNS number of your business? 2) Provide a point of contact (POC) to include name, telephone number, and email address. 3) Based on the FAR 2.101 definition of a commercial item, would you consider the product you would provide a commercial service? 4) Identify any projects completed in the past three years for the same or similar training to help determine your firm's capability in meeting the requirement for the training listed. Include any government contracts (federal, state, or local) that you have been awarded for this type of requirement. Also, include the contract number and a government point of contact. 5) Is this product available on a GSA schedule? If so, please provide the GSA schedule number and catalog pricing list. 6) Are you the tanker operations training developer and manager of the service you are proposing? If you are not the tanker operations training, who is? D. The Government is conducting market research primarily in order to determine if there are firms that possess the capability to execute the requirements for this sources sought. Therefore, we further invite all business concerns to provide a capability statement in response to this notice. Prospective contractors shall be registered in the System for Award Management (SAM) prior to any award of any federal government contract. Contractors are encouraged to obtain further information on SAM registration at the following website, https: www.sam.gov. E. All responses shall be received by 23 May 2018 at 5:00 PM ET. Responses shall be no more than 10 pages (single spaced, front and back, no smaller than Times New Roman font size 11) and include a specification sheet for proposed items. If submissions exceed the page count noted, the Government will only review the first 10 pages and disregard the remainder of the submission. Supporting materials such as brochures and product catalogs are welcome.
