Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 -- Streamlined Procedures for Evaluation and Solicitation for Commercial Items, in conjunction with FAR -- Part 13 Simplified Acquisition Procedures; and supplemented with additional information included in this notice. This solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular 2005-96, dated November 6, 2017. Solicitation 36C26218Q0647 is issued as a Request for Quote (RFQ) and constitutes the only solicitation. The Government intends to award a single Firm-Fixed Price (FFP) award contract. This procurement will be issued under as a Total Small Business Set-Aside. NAICS Code is 339112 and the Small Business Administration s (SBA) size standard 1000 Employees. The Government is seeking a contract to acquire Robotic Body-Weight Support System. This solicitation contains a brand name justification for the following systems and components: Robotic Body-Weight Support System in Loma Linda CLC THE SYSTEM MUST MEET ALL THESE SALIENT CHARACTERISTICS: Must be able to support a patient weight of at least 450 pounds. Must have a minimum weight capacity of 20 pounds. Must be able to control the system through an 802.11a/b/g/n Wi-Fi communication protocol and a secondary non-Wi-Fi communication protocol. The secondary non-Wi-Fi communication protocol must be able to be switched on immediately in the event of a Wi-Fi signal loss to the system. The system must use harnesses with rear-release buckles, underarm padding, must have a minimum of three (3) shaping/grip handles for therapist to use in controlling patient movements, and assisting in placing the harness on. Must have interchangeable groin straps and leg cuffs to accommodate different patient weights and preference for comfort and ensuring harness stays in place. The system must have a hardwired, red mushroom Emergency Stop button on the electronics box, in addition to an on/off switch. The system must have interactive balance training modules with real-time, video-based biofeedback that is controlled by patient movements. The system must have interactive games with real-time, video-based biofeedback that is controlled by patient movements. Must have fall cushioning algorithm to prevent excessive impact forces to patient. System must have the ability to automatically turn on dynamic body-weight support without therapist input after a patient stands up after experiencing a fall. System must have the ability to automatically increase body-weight support without therapist input during fall recovery and automatically re-establish the preset body-weight support parameters after fall recovery without therapist intervention. System must resume active trolley tracking after fall recovery without therapist intervention. Dynamic body-weight support must be able to accurately track vertical movements at 26 per second. Minimum 100 feet of track included, corrosion resistant and built for use with this system. Manufacturer of the system must have minimum eight (8) years of experience manufacturing robotic rehabilitation technology using computer-controlled algorithms for commercial sale. Technology must have certifications by a Nationally Recognized Test Lab (NRTL) to the following standards: AAMI ES 60601-1:2005/(R)2012 IEC 60601-1-2:2014 Title 47 CFR Part 15 Subpart B for Class A Digital Device Response to solicitation will not be considered without: Two (2) photos of harness. One with leg cuffs and one with groin straps. Two (2) graphs showing impact forces with fall cushioning feature turned on and off using a fifty (50) lb. weight Letter(s) on NRTL letterhead with list of certifications listed in item #14 See attached SF 1449 Solicitation for further details.
