Description
SYNOPSIS - Project and Engineering Support Services II (PESS II) May 11, 2018 - This synopsis has been updated to reflect changes in the schedule. The updated schedule for PESS II is revised and shown below: Draft Solicitation - June 1, 2018 Industry Day - June 19, 2018 Final RFP - September 11, 2018 Final Proposal Due - October 26, 2018 SYNOPSIS The National Aeronautics and Space Administration (NASA)/Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for Project and Engineering Support Services (PESS) II at ARC administered by the Engineering Directorate (hereinafter referred to as Code R). Code R is the principal engineering organization at ARC, supporting spaceflight, airborne and ground-based projects and R&D efforts at the center. Code R work includes mission concept and design, proposal development, and innovative engineering; designing, developing, manufacturing, assembling, and operating of complex mechanisms; avionics; controls; materials research; instruments; and systems in support of NASA missions and other Government projects. The PESS II contract will support NASA ARC for all flight and mission projects, and all advanced engineering capabilities needed to support the research and development (R&D) mission of the Center. The PESS II contract will provide engineering support for all phases of engineering and project management in a project life cycle as defined in NASA Procedural Requirement (NPR) 7120.5, NPR 7120.8, or NPR 8820.2 as applicable. The Contractor will provide support in the following areas: project management; systems engineering; design and development; assembly, integration, and test (AI&T); operations, sustainment, and closeout; mission design center (MDC); multi-mission operations center (MMOC); engineering evaluation laboratory (EEL); flight processing center (FPC); administration project support; project and mission information technology (IT); technical writing; configuration management; proposal support; mechanical hardware; electronics; inspection services; production planning and scheduling; and space shop. Request for Information (RFI) number NNA17ZRE001L was posted on March 10, 2017. All future communications regarding this opportunity will be issued under solicitation number 80ARC018R0003. The interested parties list was created under the RFI will be incorporated into this announcement. The primary place of performance will be NASA Ames Research Center (ARC), Moffett Field, CA. The Government does not intend to acquire a commercial item using FAR Part 12. This procurement consists of a two-year base period (includes 30 day phase-in) and three (3), one-year option periods. The NAICS Code and Size Standard are 541715 -Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a size standard of 1000 employees. This requirement will be issued as a 100% total Small Business Set-Aside procurement. The Government is contemplating a Cost-Plus-Fixed-Fee (CPFF) contract consisting of Project Facilities core requirements and Indefinite Delivery/Indefinite Quantity (IDIQ) requirements for other technical requirements.
