Description
SYNOPSIS For the M839 24.4MM Decoy Cartridge The purpose of this notice is to synopsize the M839 25.4MM Decoy Cartridge requirement in accordance with Federeal Acquisition Regulation 5.207. U.S. Army Contracting Command - Rock Island (ACC-RI), on behalf of the Office of Project Manager Close Combat Systems (PM CCS) intends to issue a Request for Proposal (RFP0 W52P1J-18-R-0097 for the manufacture and delivery of M839 25.4MM Decoy Cartridges covring FY18-22 requirements. It is estimated that the RFP W52P1J-18-R-0097 will be issued on or about 31 May 2018. However, this date is subject to change. Future notices, as applicable, will provide updates of the anticipated solicitation release date. The M839 25.4MM Deoy Cartridge is an ammunition item consisting of an M1 Countermeasure Chaff cartridge assembled with an M796 Impulse Cartridge. It is used to protect Army fixed-wing and rotary wing aircraft from radar guided threats. The M1 Countermeasure Chaff is a plastic outer case nominally 1 inch wide x 1 inch high x 8 inches long. A payload is made up of strands of aluminum coated glass fibers. The payload is sectioned into several bundles cut into different lengths of chaff dipoles. The cartridge is fired by electrical initiation of the M796 Impulse Cartridge. The gases generated by the functioned impulse cartridge allow for the piston to expel the chaff payload into the air. The M839 Decoy is a defense mechanism used to protect/defeat air defense systems, particularly radar based platforms, by producing an electromagnetic cloud that shelters the aircraft from radar detection The solicitation will be restricted to the Esterline Defense Group, the sole source producer of the M839 25.4MM Decoy Cartridge. The United States Government intends to award a Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract with five (5) one-year ordering periods covering FY 18-22 requirements. First Article Test will be required. Delivery will be FOB Origin to locations identified in the resulting delivery orders. This solicitation and any amendments will be issued electronically in accordance with FAR 4.5 and 5.102, therefore, hard copies will not be provided. All contractors who provide goods/services to the Department of Defense (DOD) must be registered in the System for Award Management (SAM). The Internet site for registering in SAM is http://www.sam.gov. Failure to reister in SAM will preclude an Offeror from receiving a contract award resulting from this solicitation.
