- Draft SOW AFTTP 3-3 Guardian Angel 1T2X1 GENERAL STATMENT: This is a combined synopsis/solicitation for commercial items issued by the 23d Contracting Squadron, Moody AFB, Georgia. This announcement constitutes the only solicitation being issued for the requirement described herein. NOTICE OF SMALL BUSINESS SET-ASIDE: Set-aside Type Service-Disabled Veteran-Owned Small Business NAICS Size Standard 611699/$11M LISTING/DESCRIPTION OF ITEMS: CLIN #DESCRIPTIONQTYUNIT 0001Small Unit Tactics (SMUT), Advanced Marksman Course - 15 Students Must iclude: - Advanced Marksmanship Training (AMT) - Instructors (Experienced with SMUT training, 5 years or more spent in JSOC) - Training Area (360 degree shooting range to accommodate M110, M249, M320, M4, and Glock 19, and terrain for mounted patrols) - In accordance with Statement of Work (SOW) Training dates: 17 June - 28 June 20181Ea Submit questions concerning the RFQ via e-mail to both points of contact listed below not later than 17 May 2018 at 08:00 EST. DELIVERY INFORMATION: See Statement of Work for Place of Performance specifications. Requested Date of Training: 17 June - 28 June 2018 See CLIN 0001 All references to offer/offeror are deemed to have the meaning of quote/quoter and any quote received in response to this RFQ is not binding until contractor signs the purchase order issued at time of award or starts performance. INSTRUCTIONS TO OFFERORS: The provision at FAR 52.212-1, Instructions to Offerors - Commercial (Jan 2017), applies to this acquisition. •Provide redacted DD214 for lead instructors upon quotation. EVALUATION OF OFFERS: The provision at FAR 52.212-2, Evaluation -- Commercial Items (Oct 2014), will be used to evaluate offers received. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (1) Price (2) Technical Acceptability In order for this offer to be considered "Technically Acceptable" it must meet: all specification requirements in the final SOW OFFEROR REPRESENTATIONS AND CERTIFICATIONS: Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items (Nov 2017), with your offer. -If offeror has completed annual representations and certifications in System for Award Management (SAM), then only paragraph (b) needs to be submitted with offer. -If offeror has not completed annual representations and certifications in SAM then paragraphs (c-u) need to be submitted.
