Description: Offers are being requested and a written solicitation will not be issued. This opportunity is restricted to 100% small business. The contract resulting from this procurement will be a firm fixed price contract. The solicitation SPE600-18-Q-0 449 is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), with FAR PART 12. This document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95 dated 19 JAN 2017. DPAS rating for potential award is DO. The clauses and provisions referenced in this solicitation may be reviewed/obtained in full text form at http://farsite.hill.af.mil/vffara.htm. Scope of Contract: CLIN 0001 - The contractor shall provide, under line item 0001; 2,800-USG Red Dyed ULSD #2 Grade (DSS) (TAX: FET exempt) (9140-01-541-6760). Delivery Date: May 22, 2018 - May 22, 2018. Delivery Mode: Tank Wagon. Over Water Transport is required. Delivery Location: IMF Naval Base Bangor, Service Pier 7000 Finback Circle, Silverdale, WA 98315. Deliver Into: Barge (capacity 12,000 USG) Delivery Hours: MONDAY - FRIDAY 7:00AM-2:00PM. Delivery Notes: Over water transfer is required. A minimum of 100' (feet) of hose is required. The hose used in the over-the-water transfer must be certified and within one year of periodicity. The barge requires a 2-1/2" Camlok fitting, so if the transfer hose is a different size, an adapter fitting is required. Proof of US Citizenship (Passport or Enhanced Driver's license) is required for all contractor personnel entering the base. Acceptance and Inspection at destination. NOTE: The vendor and the requestor will have to coordinate at the time of delivery meaning vendor and the requestor will have to be on site together due to the fact the fuel is being transferred over water. OFFER DUE DATE: May 14, 2018 by 1:00PM Eastern Time, Ft. Belvoir, VA. Email offer to Mark Settles at Mark.settles@dla.mil. Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area Work Flow (WAWF)/iRAPT. The following provisions and clauses apply to this acquisition: FAR 52-212-1, Instructions to Offerors Commercial Items; 52.212-2 Evaluation of Commercial Items; the evaluation criteria stated in paragraph (a) of the provision are as follows: The significant evaluation factors, in the relative order of importance are: 1. Technical specifications, 2. Past performance; and 3) Price. Evaluation factors are approximately equal. The contract award will be offered to the best value offer made to the Government, considering technical, past performance, and price. 52.212-3 Offeror Representations and Certifications Commercial Items; 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive orders - Commercial Items.
