Request for Information: Power Amplifiers IDIQ 2018 General Information: Document Type: Request for Information N6833518R0266 Classification Code: 5996 - Amplifiers NAICS Code: 334290 - Other Communications Equipment Manufacturing. Contracting Office Address: Location: Naval Air Warfare Center Aircraft Division Lakehurst Notice Type: Sources Sought This is a Request for Information (RFI) only. This is not a Request for Proposal, a Request for Quotation, or Invitation for Bids. There is currently no solicitation package available. A requirement by the U.S. Government exists for Radio Frequency (RF) power amplifiers to be purchased over a three-year ordering period, for use in existing U.S. Navy and U.S. Coast Guard shipboard radio communications systems. Anticipated quantities are: •· A maximum of 100 power amplifiers: 100 Watt, 30-400 MHz •· A maximum of 60 power amplifiers: 200 Watt, 30-400 MHz To assess what power amplifiers currently exist in the marketplace, the Navy is requesting industry provide product descriptions of items that meet the Government requirement stated below: The 100 Watt power amplifier specifications must meet or exceed: •· Power Output: 100 Watts (+50 dBm) •· Frequency Range: 30-400 MHz •· Input Power: +10 dBm to +45 dBm •· RF Gain Control: 1 dB steps Input range +10 to +45 dBm. Output range +40 dBm (10 Watts) to +50 dBm (100 Watts) •· Control Interface: ARC-210 Control Interface, Ethernet 10/100 BaseT, HTTP, FTP, SOCKET, SNMP, Discrete •· Prime Power: 103-126 VAC, 45-420 Hz, single phase per MIL-STD-1300 •· Size and Weight: Not To Exceed (NTE) 19" W x 3.5" H x 20.5" D, 48 lbs. •· Acoustic Noise: < 62 dB @ 3 feet •· Shock Tested: MIL-STD-901D operating: +/- 15 g, 11 mSec; non-operating: +/- 30 g •· Vibration Tested: MIL-STD-167-1 Type 1 •· Temperature: Operating: 0° C to +50° C; non-operating: -40° C to +70° C •· Humidity: 95%, non-condensing •· Electromagnetic Interference / Electromagnetic Compatibility (EMI/EMC) Tested: MIL-STD-461C •· Mean Time Between Failure (MTBF): >12,000 hours •· Capable of operating in HAVEQUICK mode IAW JIEO Specification 9120A Technical Interface Specification for UHF SATURN/HAVEQUICK Waveforms (U) •· Capable of operating in SINCGARS mode IAW JTC3A Specification 9001C Joint Technical Interface Specification for the VHF SINCGARS Waveform standards The 200 Watt power amplifier specifications must meet or exceed: •· Power Output: 200 Watts (+53 dBm), Mobile User Objective System ( MUOS) 100 W average and 500 W peak •· Frequency Range: 30-400 MHz •· Input Power: -20 dBm to 15 dBm •· RF Gain Control: 1 dB steps Input range -20 to +15 dBm. Output range +43 dBm (20 Watts) to +53 dBm (200 Watts) •· Control Interface: Ethernet/IEEE 802.3, 10/100 BaseT SNMP protocol •· Prime Power: 103-126 VAC, 45-420 Hz, single phase per MIL-STD-1399 •· Size and Weight: NTE 19" W x 5.25" H x 20.5" D, 78 lbs. •· Acoustic Noise: < 62 dB @ 3 feet •· Shock Tested: MIL-STD-901D operating: +/- 15 g, 11 mSec; non-operating: +/- 30 g •· Vibration tested: MIL-STD-167-1 Type 1 •· Temperature: Operating: 0° C to +50° C; non-operating: -40° C to +70° C •· Humidity: 95%, non-condensing •· EMI/EMC Tested: MIL-STD-461C •· MTBF: >8,000 hours •· Capable of operating on legacy dedicated 25 kHz and 5 kHz channels per MIL-STD-188-181, on legacy 25 kHz DAMA nets per MIL-STD-188-183 as a half-duplex subscriber terminal, and on legacy 5 kHz DAMA nets per MIL-STD-188-182 as a half-duplex subscriber terminal Due to the current state of development of the U.S. Navy and U.S. Coast Guard shipboard radio communications systems, any costs associated with equipment testing or certification to MIL-STD-1300, MIL-STD-901D, MIL-STD-167-1, MIL-STD-461C, and/or MIL-STD-1399 would be the responsibility of the potential contractor. If you believe you have power amplifiers that meet these requirements, you are asked to provide that information. ADDITIONAL INFORMATION The Government is seeking industry input to assist in identifying (RF) power amplifiers that meet the requirements described above. Please note that the Government will NOT be responsible for any costs incurred by interested parties responding to this RFI. THIS IS A REQUEST FOR INFORMATION ONLY. This RFI is issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. In response to this RFI, respondents shall submit written responses, not-to-exceed ten (10) pages in length via electronic mail. Respondents should include product specifications with submission and proof of certifications. Product specification, sketches, or listings of authorized distributors do not to count as part of the page count. The Government is interested in receiving vendors' price lists for items they believe meet the need in this RFI. Supplying price data does not imply a contractual obligation and must be provided as a separate document, marked as PRICE DATA. Interest parties shall also provide a projected delivery schedule as follows: Part Name Days required for production and delivery of the first 12 units after contract award Days required for production and delivery of subsequent 12 units after receipt of order 100 Watt Amplifier ## days ## days 200 Watt Amplifier ## days ## days The Government does not intend to award a contract on the basis of this request or to otherwise pay for the information solicited. All information received in response to this RFI that is marked PROPRIETARY will be handled accordingly. The Government will not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Responses to this RFI will not be returned. Respondents will not be notified of the result of the review. Failure to respond to this RFI does not preclude participation in any future associated solicitation that may be issued. Information provided in no way binds the Government to solicit or award a contract. If a solicitation is released, it will be synopsized on the Federal Business Opportunities website: www.fbo.gov. It is the potential vendor's responsibility to monitor this site for the release of any follow-on information.
