Amendment 0001 - METST Solicitation 1605DC-18-R-00017 Amendment 0001 Monitoring and Evaluation Technical Support Services and Training (METST) United States Department of Labor (DOL) International Labor Affairs Bureau (ILAB) Solicitation Number: 1605DC-18-R-00017 The purpose of Amendment 0001 of Solicitation Number 1605DC-18-R-00017 is to: 1. Incorporate an administrative change to the Federal Business Opportunities ("FedBizOpps") website posting page and the solicitation document. The administrative change adds the phrase: "Office of Child Labor, Forced Labor, and Human Trafficking" to the FedBizOpps posting announcement and the solicitation document. 2. Attach / upload Amendment 0001 of Solicitation Number 1605DC-18-R-00017, which incorporates the administrative change in Block 20 of the Cover Page. SOLICITATION Monitoring and Evaluation Technical Support Services and Training (METST) United States Department of Labor (DOL) International Labor Affairs Bureau (ILAB) Solicitation Number: 1605DC-18-R-00017 The Department of Labor (DOL) Office of the Assistant Secretary for Administration and Management (OASAM) Office of Procurement Services (OPS) hereby issues Solicitation Number 1605DC-18-R-00017 for the procurement of Monitoring and Evaluation Technical Support Services and Training (METST) to support the Department of Labor (DOL) Bureau of International Labor Affairs' (ILAB) Office of Trade and Labor Affairs (OTLA) and Office of Child Labor, Forced Labor, and Human Trafficking. The Government contemplates award of a Blanket Purchase Agreement (BPA) with contemplated issuance of FFP and LH Orders. The Government reserves the right to award a Single or Multiple Award BPA. This requirement is posted under the North American Industry Classification System (NAICS) Code of 541611 - Administrative Management and General Management Consulting Services. The Small Business Size Standard for NAICS Code 541611 is $15 Million. The Product Service Code (PSC) for the requirement is R499. The requirement for Monitoring and Evaluation Technical Support Services and Training shall be competed utilizing Full and Open Competition with no Set-Asides. PROPOSAL SUBMISSION: Please refer to Solicitation Number 1605DC-18-R-00017 for all instructions, conditions, notices, and general guidance related to this procurement. Offerors are expected to thoroughly review and comply with the attached solicitation. Failure to do so will be at the Offeror's own risk. Please note the following due dates related to Solicitation Number 1605DC-18-R-00017: 1. THE DUE DATE FOR QUESTIONS AND COMMENTS CONCERNING THIS RFP is FRIDAY, MAY 18, 2018, 1:00 PM EASTERN TIME. 2. ALL PROPOSAL VOLUMES MUST BE RECEIVED BY THE GOVERNMENT BY 1:00 PM EASTERN TIME ON FRIDAY, JUNE 08, 2018. Solicitation Number 1605DC-18-R-00017 is attached in support of this Request for Proposal (RFP). It is the ultimate responsibility of the Offeror to ensure delivery of their proposal and all related documents to the designated point of contact via e-mail on or before the closing date and time. The solicitation may be downloaded from the FedBizOpps website listed above. No paper copy / hard copy of the solicitation will be distributed. Prospective Offerors MUST be actively registered in the System for Award Management (SAM) to be eligible for award. The SAM website can be found at: www.sam.gov. The Government anticipates that the period of performance for the resulting BPA shall be for one (1) Base Period of twelve (12) months with four (4) twelve (12) month Ordering Periods. The primary place of performance for the METST procurement will be at the Contractor's site(s). The Contractor will also be required to travel internationally and potentially to Washington, DC. The DOL will use competitive acquisition procedures utilizing best practices for conducting a competitive procurement as authorized by the Federal Acquisition Regulations (FAR). Offers will be evaluated and the contract will be awarded based on the proposal representing the "Best Value to the Government". The evaluation Factors and their relative importance will be stated in the solicitation. Issuance of the solicitation does not constitute an award commitment on the part of the Government, nor does it commit the Government to pay for costs incurred in the preparation and submission of proposals. Proposals shall be submitted electronically via e-mail to Mr. Elvis Colbert, Contracting Officer at: Colbert.Elvis.R@dol.gov Electronic submission of proposals via e-mail is the ONLY acceptable method for proposal submission. If proposals are received via any other method, they may not be accepted or reviewed.
