Description
This is a Sources Sought Notice and is for informational/market research purposes only. THIS IS NOT A REQUEST FOR PROPOSALS, QUOTATIONS, or BIDS. The U.S. Army Corps of Engineers (USACE), Portland District seeks to determine the availability and adequacy of potential sources to support the acquisition of the requirements described below. USACE Portland District requests capability statements from Small Businesses. Responses to this sources sought announcement will be used by the Government to make appropriate acquisition decisions. The Government will not pay for any material provided in response to this sources sought nor return the data provided. This notice is not a request to be placed on a solicitation mailing list. *NOTE: THIS WORK IS NOT BEING PROCURED AS ARCHITECT-ENGINEER SERVICES. THIS WORK IS BEING PROCURED AS A SERVICE CONTRACT PER FAR PART 37 - SERVICE CONTRACTING. ANY REFERENCE TO ARCHITECT-ENGINEER LIKE SERVICES IN THE SCOPE SHALL BE INCIDENTAL TO OTHER SCOPE ELEMENTS AND NOT A SUBSTANTIAL OR DOMINANT EXTENT OF THE WORK. Scope: The Government intends to solicit and award an Indefinite-Quantity, Indefinite-Delivery (IDIQ) Multiple Award Task Order Contracts (MATOCs) for Planning and Environmental Studies within the Corps' Portland District, Seattle District, and Walla Walla District to perform studies and analyses and preparing reports and supporting documents related to the Corps planning and environmental processes for civil, and "Interagency and International Services" (IIS) program studies and projects. The Contractor shall provide planning, environmental, and supporting services required in support of Civil Works water resource studies and projects. See draft Performance Work Statement - Attachment 1. The North American Classification System (NAICS) code for this acquisition is 541690 - Other Scientific Consulting ($15.0M). This requirement is anticipated to a small business set-aside; however a specific socio-economic category of set-aside has not yet been determined. Instruction For Sources Sought Submission: After review of this requirement, interested parties may submit a response in an electronic format only via email to brooke.l.patterson@usace.army.mil by no later than 30 May 2018 4:00 pm Pacific Time. Electronic files shall be in Microsoft Word or Adobe Acrobat PDF format. Phone calls will not be returned. Emails should not exceed 10MB. The information submitted should not exceed a total of 8 (8½ x 11 sized) pages, with one inch margins, and font no smaller than 10 point. The Revised Attachment 2 - Capabilities Matrix does not count towards the page limit. Respondents shall include the following as part of their submission: • Company Name, Address, and DUNs number • Company point of contact, phone number, and email address. • Business size, as validated via the System for Award Administration (SAM). All offers must register on the SAM located at http://www.SAM.gov. If considered a Woman Owned Small Business (WOSB), verification of WOSB certification must be provided with sources sought submission. • If applicable, identify Joint Ventures (Business Name, Business Size, and Cage Code of JV) and subcontractors likely to be utilized (if known). • Indicate the primary nature of your business. Provide verification of your firm's ability to support the geographic locations identified in this notice. • A brief summary of the company's capabilities to provide the Planning and Environmental Studies Services in the categories stated above. Submit Revised Attachment 2 - Capabilities Matrix to indicate whether the various categories of services would be subcontracted out or performed by the prime contractor. Reminder, small businesses are required to perform at least 50 percent of the costs of the contract performance with their own personnel when a contract is a set-aside (See FAR 52.219-14). • Provide two (2) examples of projects similar to requirements described above that have been completed within the past five (5) years. Narratives should include type of work and size of projects, and the firm's role on the project (ie. prime versus subcontractor). A draft copy of the performance work statement is included as Attachment 1. The content of the performance work statement is subject to change. Standard company brochures will not be considered a sufficient response to this Sources Sought Synopsis. For Small Business questions, please contact Mrs. Carol A. Please see Revised Attachment 2 - Capabilities Matrix. There is no longer an Attachment 3. There is no longer a Company Profile attachment. The original Attachment 1 - Draft Performance Work Statement remains. SOURCES SOUGHT AMENDMENT 02: Amended the example projects bullet to remove requirement for the experience to be from the firm acting in a prime role. Bullet now states, "Provide two (2) examples of projects similar to the requirements described above that have been completed within the past five (5) years. Narratives should include the type of work and size of projects, and the firm's role on the project (ie. prime versus subcontractor)."
