Description
Statement of Work The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division office intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with FP2 Fire, Inc. for annual maintenance, calibration, testing, and certification warranty of the Hydrogen Inflation Safety System (HISS) at four (4) National Weather Service (NWS) Upper Air sites. Justification for Sole Source NOAA/NWS contracted work to convert the four (4) Upper Air sites from using Helium as a single source lifting gas to using Hydrogen as the primary lifting gas and helium as a secondary lifting gas. Annual maintenance is required to keep the system operating in its safest and most efficient state. Annual inspection, along with testing and warranty replacement of faulty components, is a prudent safety measure for the NWS, as well as a cost effective maintenance strategy. Most of the delivery system components included in the warranty are quite costly and any alteration and replacement work should be accomplished by individuals trained in flammable gas safety. The contractor must have expert level knowledge of the entire Hydrogen and Helium delivery system for proper calibration and warranty of the equipment. FP2 Fire, Inc. is a fire safety consultant and member of National Fire Protection Association (NFPA). FP2 Fire, Inc.'s participation with the NWS in the conversion of the Upper Air sites from helium to hydrogen is the result of a five (5) year R&D effort with NWS to correct a deficiency identified twenty-five (25) years ago at an inspection of the policies and procedures of the Upper Air program. As such, FP2 is uniquely qualified in warrantying the equipment and ensuring proper operation. Operation of balloon launch activities with flammable gas is an inherently risking activity. Soliciting work from another source not familiar with the NWS NFPA equipment could pose serious injury risk to government employees. The government knows of no other vendor that has consulted with and participated in the design and alteration of the NWS HISS Upper Air facilities to allow for the safe and legal use of hydrogen as a lifting gas for balloon launch activities. Sources Sought This sources sought notice is not a request for competitive offers and no solicitation package is available. However, firms that believe they can provide the data service may submit substantiating documentation in writing within seven (7) days of this notice. Responses can be sent via e-mail to elliott.waxman@noaa.gov. Documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon response to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. DOC, Eastern Region Acquisition Division requires that all contractors doing business with this office be registered with the System for Award Management (SAM).
