This acquisition will be issued as a Women-Owned Small Business Set-Aside. The North American Industry Classification System code for this acquisition is 541611 Administrative Management and General Management Consulting Services and the small business size standard is $15M. It is anticipated that award will result in a single firm fixed-price type contract with a base period of two years and three, one-year options. Award will be made based on Lowest Price Technically Acceptable (LPTA) source selection procedures under FAR part 15. To be eligible for award, offerors must be registered in the System for Award Management (SAM) database. Offerors may obtain information on registration in SAM at https://www.sam.gov. Also, provide the names of any other Federal Agencies that you are aware of that have contracted for the same or similar services described herein to include, to the best of your knowledge, the time period in which these services were procured and, if known, a point of contact for the agency. This information will be used as part of MDA's market research. MDA encourages industry input, comments and questions to identify and resolve concerns regarding the acquisition and to improve the understanding of Government requirements and industry capabilities. Questions and/or comments are due to MDA no later than 1700 Central Time on May 21, 2018 and may be submitted to TEAMS_Protocol@mda.mil, subject line "TEAMS Protocol Draft RFP" on the attached comments matrix. As you review the Draft RFP you will see an opportunity to submit a request for preliminary non-binding Organizational Conflict of Interest (OCI) assessment. Please reference Attachments L-05, L-12 and J-12. Requests should be sent to TEAMS_OCI@mda.mil. This Draft RFP is for information planning purposes only, and does not commit the Government to any contractual agreements or arrangements, and proposals are not requested. These requirements are subject to change and the Government anticipates some changes in the final solicitation. This Draft RFP is not to be construed as a commitment by the Government for any actual procurement of services. This announcement does not constitute a solicitation or a promise of a solicitation in the future.
