Description
Title: 59 - Market Survey - Sources Sought for SINCGARS RIC-K Cable Assembly Reference: ARP-ZL0040 This is a sources sought announcement (SSA) only. There is no solicitation available at this time. The Defense Logistics Agency, acting for the Army, requires the item listed below to support the Single Channel Ground to Air System (SINCGARS). Name: RIC-K Cable Assembly Part Number/Drawing: To be assigned. The cable assembly is composed of wiring, military connectors, and a circuit card box. The proposed acquisition may be a one-time procurement. The proposed acquisition will be conducted under the Department of Defense Special Emergency Procurement Authority (SEPA). The Government owns the technical data package (TDP) for the item. The TDP will include drawings and Gerber files. The TDP is subject to ITAR; refer to statement below. NOTE: The TDP will NOT be released at this time. ----------------- INTERNATIONAL TRAFFIC IN ARMS REGULATIONS The technical data package (TDP) for this item is subject to the International Traffic in Arms Regulations (ITAR). All technical documents for SINCGARS include but not limited to, test plans, test reports, drawings and specifications contains information that is subject to the controls defined in the International Traffic in Arms Regulation (ITAR). This information shall not be provided to non- U.S. persons or transferred by any means to any location outside the United States Department of State. A company wishing to receive the TDPs must have an active status in the Defense Logistics Agency Joint Certification Program (JCP). Once your company has been verified to have active status in JCP, we will upload the TDPs will be uploaded into AMRDEC Safe Access File Exchange (SAFE). You will then receive an e-mail from the AMRDEC SAFE site, https://safe/amrdec.army.mil/safe/, with a link to the package ID and a password. The TDPs may contain drawings in C4 format. Software to view C4 drawings is available for download through http://www.landandmartitime.dla.mil/Viewers.asp. ----------------- Interested sources that have technical knowledge of the SINCGARS system, manufacturing experience with associated cable assemblies, and experience with National Security Agency (NSA) anti-tamper stickers and screw epoxy, are invited to send a response describing in detail their ability to meet these requirements. Please include the following information in your response: - Company name, address, CAGE, technical point of contact. - Business size self-certified in the System for Award Management (SAM): large or small. If a sub-category of small, for example, veteran owned, please list. - Documentation that demonstrates capability to manufacture the item. - Documentation that demonstrates previous experience with NSA anti-tamper stickers and screw epoxy. List any applicable Government contracts, including scope of work and point of contact for each. Your response shall be submitted in writing through email to DLA Land at Aberdeen (Kyle White) at kyle.white@dla.mil. A successful supplier will be required to warrant the item. Pertinent information received from this market survey will be evaluated by the Government's technical personnel for the purposes of planning. The Government will not reimburse interested sources or responders to this notice for any information received and any costs incurred in responding, or for subsequent exchanges of information. Information submitted does not constitute a proposal and is not to be construed as a commitment by the Government, but will be considered an exchange of capabilities and ideas. Responses to this notice shall be submitted no later than close of business 29 May 2018.
