Description
This is a market survey is to procure new office building for use by up to ten employees at the Longview Airport Air Traffic Control Tower, Longview, Texas. The FAA seeks to contract for the services of a building vendor with expertise in all phases of the work associated with the design, site preparation, construction and finish work of a turn-key office building to be used for administrative functions. The responses to this market survey will be used for informational purposes only. This is not a screening information request or request for proposal of any kind. The FAA is not seeking or accepting proposals at this time. At this time the nature of the competition has not been determined. The FAA is seeking interest from the small business community for possible set-aside of all or part of the procurement. Responses are desired from any/all eligible small businesses, service-disabled veteran-owned small businesses or eligible socially and economically disadvantaged businesses that are certified by the SBA for participation in the SBA's 8(a) Program. FAA anticipates that any resultant contract will be a Fixed-Price contract. The purpose of this market survey is to solicit statements of interest and capabilities from small businesses, in particular service-disabled veteran-owned small businesses and 8(a) certified firms, capable of providing the required items. This market survey is also being conducted in order to obtain the information necessary to determine whether adequate competition exists to set-aside the competition among small businesses, service-disabled veteran-owned small businesses, or 8(a) certified firms. The scope of work consists of: 1.The contractor must furnish all labor, materials, and equipment necessary for the construction of (1) office building, at the following location: 269 Terminal Cir, Longview, Texas 75603 (32.382065, -94.712729) 2.Vendor to provide drawings, samples and specifications as a method of judging the acceptability of a product. 3.Site preparation, pour new 6 inch foundation, 4,000 psi, with 12 inch deepened edge around the perimeter. 4.The slab will be reinforced with #4 epoxy coated rebar around the perimeter (inset 3 ¯ from edge), as well as having a grid of rebar throughout the slab spaced approximately 2 feet on center. One piece of rebar will also run along the perimeter at the bottom of the deepened edge. The rebar needs to be secured with wire and chairs. The rebar needs to be overlain with 10 gauge 6 inch by 6 inch welded wire fabric. Anchor bolts for the garage shall be placed in concrete during the pour or epoxied in drill holes. The frequency and spacing of bolts will follow ACI and IBC specifications. 5.The Contractor will construct a new steel frame office building on top of the new concrete pad. The garage will be approximately 60 feet deep by 30 feet wide (see attachment 1 for proposed layout). 6.Contractor shall locate all underground obstructions, utility lines, etc. within the proposed building envelope work areas. The contractor will be held to have examined the premises and satisfied itself as to the existing conditions under which it will be obliged to operate, or that will in anyway affect the work under this contract. 7.Contractor shall be responsible for occupancy permits, delivery to site, set up, anchoring, plumbing, utility tie-in including electrical, water, and sewer. 8.Contractor shall provide ramps and or steps if needed. All materials and installations shall be in full compliance with the American with Disabilities Act. The Contractor shall visit site to determine the extent of the steps and ramps required to meet the ADA requirements prior to submitting their bid proposals. 9.The scope of work shall also include clean-up and removal of all debris from existing site by the bidder resulting from the site preparation, installation of the modular office building, steps, ramps, footings and all other related work. The principle North American Industry Classification System (NAICS) code for this effort is 238320 “Painting and Wall Covering Contractors, with a size standard of $15M. Interested vendors should submit the following documents to the point of contact listed at the bottom of this announcement: 1. Capability Statement - This document is limited to not more than six (6) pages and must identify: (a your firm has done similar work in the past. (b) Dollar value and type of services provided by your firm under previous contracts (provide dollar value, type of contract, start/completion dates, and customer/end-user information) which meet the contract performance requirements above; (c) Number of years in business performing the services required of this announcement; 2. Business Duns number- Interested vendors shall supply their company Duns number. 3. A copy of the vendor's SBA 8(a) Certification Letter, if applicable. All responses to this market survey must be received by 5:00 p.m. CST on May 28, 2018.
