- Medal of Honor Scenic Performance Work Statement (PWS) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR part 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The U.S. Army Contracting Center - Aberdeen Proving Ground (ACC-APG) in support of the Office of the Administrative Assistant to the Secretary of the Army is seeking scenic support services for the United States Army Medal of Honor Ceremonies. i) The solicitation number is W91CRB-18-T-0022. ii) The provision 52.212-1 applies. The following clauses apply: 52.212-4, 52.212-5, 52.216-19, 52.216-22, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-36, 52.225-13, 52.245-1, 52.245-2, 252.225-7001, 252.204-7003, 252.204-7004 Alt. A, 252.211-7007, 252.232-7010, 252.245-7002. iii) This acquisition is being solicited as a 100% small business set-aside. The NAICS code applicable to this acquisition is 541420 with a size standard of $7,500,000. iv) Contract Line Items are as follows: (from EXHIBIT 3 of the Performance Work Statement (PWS) PENTAGON, "HALL OF HEROS EVENT" CLIN 0001 Pentagon Event- Includes all set-up possibilities up to three (3) awardees OPTIONAL HOTEL RECEPTIONS CLIN 0002 Basic Set-up- Includes installation of main ballroom pipe and drape with or without IMAG screen cutouts; Installation of pipe and drape photo backdrop with hanging graphic; and installation of pipe and drape media rooms; installation of Medal of Honor flag (If required). CLIN 0003 Stage Option #1- Includes providing and installing carpet and skirt for a 8'x12' stage (hotel provided stage and stairs). Two (2) sets of carpeted stairs. Stage height not to exceed 24". CLIN 0004 Stage Option #2- Includes providing and installing carpet and skirting for up to a 12'x40' stage (hotel provided stage). Stage height not to exceed 24". Two (2) sets of carpeted stairs. Additional Labor. CLIN 0005 Stage Option #3- Includes providing and installing carpet and skirting for a custom multi-tiered stage up to 390 square feet; Two (2) sets of carpeted stairs; installation and transport of government owned staging; additional Labor. Stage height not to exceed 24". CLIN 0006 Weekend Differential- Includes additional labor costs for weekend or overnight work. GRAPHIC SHIPPING OPTIONS CLIN 0007 Graphics Shipping Option #1 Up to 12 cubic feet (one destination) CLIN 0008 Graphics Shipping Option #2 Up to 12 cubic feet (two destinations) CLIN 0009 Graphics Shipping Option #3 Up to 36 cubic feet (one destination) CLIN 0010 Graphics Shipping Option #4 Up to 36 cubic feet (two destinations) CLIN 0011 Contractor Manpower Reporting Requirement NSP v) The offeror must meet all requirements of the attached PWS in order to be considered technically acceptable. vi) The resultant contract will be an indefinite delivery / indefinite quantity type contract with an ordering period of FIVE (5) years. Inspection and acceptance: Destination. vii) The Government intends to award a contract resulting from this combined synopsis/solicitation without conducting discussions. The Government intends to award to the responsible offeror proposing the lowest priced technically acceptable venue. viii) Quotation submission instructions - Quotes shall be submitted in contractor format and shall include: (1) Company name, address, telephone number, e-mail address, and FAX number; (2) Solicitation number; (3) Unit price and extended prices; (4) Contractor DUNS number and Commercial, Government Entity (CAGE) Code and Tax Identification Number; (5) Signed acknowledgements of any amendments, if any amendments to this combined synopsis/solicitation are issued. Technical capability statement that provides clear, concise evidence of the ability to meet or exceed the requirements of the performance work statement.
