Description
Request for Information (RFI) / Sources Sought Tactical Communications and Protective System (TCAPS) Lite Generation 2 This is NOT a Request for Proposal; therefore responses to this request will not be considered as offers. The U.S. Army Contracting Command-Aberdeen Proving Ground (ACC-APG) is issuing this Request for Information (RFI) as market research to determine potential sources of a Tactical Communications and Protective System (TCAPS) Lite Generation 2 materiel solution. NAICS Code: 334220 - Radio and Television Broadcasting and Wireless Communications Equipment Manufacturing Requirements: The TCAPS Lite Generation 2 materiel solution shall: 1.) Be a Commercial-Off-The-Shelf (COTS) item with a Technical Readiness Level of 8 or higher. 2.) Provide hearing protection from both high levels of steady-state noise (e.g., interior and exterior vehicle noise) and impulse (e.g., low-caliber gunfire). This hearing protection is to be provided in both passive and active hearing modes. 3.) Provide a hearing enhancement capability that allows the sound level of the surrounding audio environment to be increased and decreased at the user's discretion. This capability will allow the user to enhance their ability to assess the direction of sounds in their surrounding audio environment. 4.) Not have a hardware interface to any Soldier-worn Army Tactical Radios. Interoperability with a radio shall be limited to those features natively provided by the radio (e.g., handheld microphone). 5.) Be in conformance with the Buy American Act. 6.) The attached TCAPS Lite Generation 2 performance sheet will serve as the requirements document and the Government's basis for the evaluation of candidate systems. Based on the results of this evaluation, a future solicitation for the purchase of equipment may occur. Note: Interested vendors shall review the information above and the additional documentation / performance sheet attached before submitting their response. Respondents shall be responsible for all costs associated with preparing a response to this request for information SUBMISSION REQUIREMENTS: Please provide the following information in the response: 1.) A written response (PDF or WORD document) that does not exceed fifteen (15) pages. Submittal of test data which substantiates the vendor's ability to meet requirements does not count towards the 15 pages. 2.) Company Name, Street Address, and Points of Contact to include name, email and phone number. Please include, if available, your CAGE code and NAICS code(s) and any GSA Contract(s) the company currently holds which offers a TCAPS Lite Generation 2. 3.) Capability Statement to include: Specific information on your capability to provide a system that can meet the requirements identified above and within the attached performance document. Companies who desire to participate in this market survey are encouraged to submit a response which supports the company's claim that it presently has the technology, qualifications, and capabilities to satisfy (through existing technology) one or more of the performance and technical objectives described above. 4.) Identification of respondent's business size: Large, Small, or any other small / socio-economic type business. 5.) Commercial Item Status: Vendor to discuss whether their TCAPS Lite Gen 2 product is considered commercial in accordance with "commercial item" definition found in Federal Acquisition Regulation (FAR) part 2.101 to include a statement advising the Government, if their product is available commercially, available to the general public, and/or available to non-governmental agencies. 6.) Rough order of magnitude price and the anticipated production lead time for evaluation samples and high volume ouputs.
