Description
FBO Advertisement for NOAA Weather Radio Tower Space Lease in Virgin Islands U.S Department of Commerce Seeks Sources for Antenna and Transmitter Space (Presolicitation Number 18EK The Government was broadcasting from a location in Frederiksted, Virgin Islands until the site was damaged and no longer available for use. The sole purpose of this notice seeking sources is to compare alternative proposals to broadcast from the Virgin Islands. The Government reserves the right to inspect and eliminate from consideration any or all sources for any technical, logistical, geographical or financial reason(s); further, the Government may give consideration to properties other than those offered in response to this notice. NOAA reserves the right to exclude a site from consideration should it be determined, solely by NOAA, that the site does not meet NOAA's requirements and/or NOAA determines the site does not provide the appropriate service to the population that NOAA determines it must service through its broadcasts. LOCATION For broadcasting purposes, the tower must be physically located within the Virgin Islands. TERM The Government requests a term of up to 10 years with termination rights. The Government may terminate any proposed agreement, at any time, by providing not less than 30 days' prior written notice to the Offeror or as agreed to by the parties. REQUIREMENTS • Antenna height is required to broadcast signal with clearance to achieve clear aperture and to prevent interference with its broadcast signals; • The tower or rooftop shall be of sound and substantial construction capable of supporting an antenna; • Frequency to be used is between 162.400 and 162.550 MHz; • 24 to 36 square feet of secure climate controlled space to house equipment equivalent to a Crown WR1000 or similar (actual transmitter may be a different model with greater wattage); • Primary power needed is 240 VAC with surge suppressor; • Access to telephone lines at the transmitter site is preferred; • Transmission lines type: Heliax Coaxial with a diameter of 7/8 inches or similar; • Cableway or ice bridge between the transmitter space and tower to antenna; • Two (2) 220 VAC 20 AMP receptacles and one (1) 115 VAC quad outlet with surge suppressor from local AC panel (NOAA can provide and install, but Lessor must provide space for cable access and panel access in accordance with code); • 24/7 access along with the necessary and appropriate level of security to the property that ensures the safety of the Government's equipment; • Transmitter space must have a minimum ceiling height of 6 feet, a temperature range of 40 to 90 degrees Fahrenheit and have sufficient lighting to allow for maintenance of the equipment; • Utilities and back-up power may be funded through the rent or through separate agreement; • Availability of Pad Space to place a generator and store fuel, if not provided by the Offeror; and, • Registration in the System for Award Management www.sam.gov is necessary to ensure proper vendor information. UTILITIES The Offeror shall explicitly specify if electric and/or back-up power along with any back-up power fuel is excluded from the rental consideration. Otherwise, the Offeror shall provide electric and/or backup power along with the fuel necessary for back-up power. If the Government is responsible for paying the cost of electric via reimbursement to the Offeror or directly to the utility provider, the Offeror will ensure that the electric is separately metered. It is anticipated that the Offeror will provide and install or facilitate at no extra charge the installation of a separate meter for electric. SERVICES & MAINTENANCE The Offeror shall explicitly specify if any part of the maintenance/repair of the tower; site, transmitter building; emergency power generator; landscaping; concrete pad spaces; snow removal; and/or access/access road is excluded from the rental consideration. Otherwise, the Offeror shall provide said maintenance/repair for the term of the agreement as part of the rental consideration. The Offeror must have a local designated representative available to promptly correct deficiencies on a 24- hour per day 7-day per week basis and shall furnish to the Government the name, address, and telephone number of the designated representative. APPLICABLE CODES ORDINANCES The Offeror agrees to comply with all Local, State and Federal codes and ordinances. Interested parties must formally write to Debbie Putney, Real Property Contracting Officer, via e-mail, debbie.a.putney@noaa.gov, NOAA Real Property Management Division, no later than May 30, 2018. EXPRESSIONS MUST INCLUDE THE FOLLOWING INFORMATION • Tower and transmitter space street address in addition to its latitude and longitude; • Ownership information; • Age of structure/building; • Availability of pad space or the potential installation of a pad, if necessary; • Availability of stand-by emergency power; • Availability of climate controlled transmitter space; • Availability of two (2) 220 VAC 20 AMP receptacles and one (1) 115 VAC quad outlet; • Surge suppression; • Structural/technical information regarding the shelter and tower facility; • FAA study information and FCC registration information, if applicable; • Written or documented proof the offeror possesses the authority to submit a proposal on behalf of the ownership in accordance with 48 CFR 552.270-3 (JUN 2011) - Parties to Execute Lease; and, • Offeror must provide what business and interest the offeror represents in presenting this offer.W0093C)
