Description
This is a Sources Sought Notice only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this sources sought notice is to obtain information regarding: (1) The availability and capability of qualified sources/ availability of competition; and (2) the business size and socioeconomic status (e.g. small or large business, HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small business; woman-owned small business; woman-owned small businesses; small disadvantage businesses; or large business), relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The Government will utilize this information in determining an acquisition strategy, including whether a set-aside is possible. BACKGROUND: The National Institute of Environmental Health Sciences (NIEHS), located in Research Triangle Park, North Carolina, is one (1) of 27 research institutes and centers that comprise the National Institutes of Health (NIH), U.S. Department of Health and Human Services (DHHS). The mission of the NIEHS is to discover how the environment affects people in order to promote healthier lives. The Branches & Laboratories at NIEHS fall under the Intramural Research and the National Toxicology Program (NTP) Divisions. The NIEHS publishes the monthly scientific journal Environmental Health Perspectives (EHP), a world-renowned monthly online-only journal of peer-reviewed research and news, and one of the top journals in Toxicology, Environmental Sciences, and Public, Environmental, and Occupational Health. Although the EHP falls under the Office of the Deputy Director and is published with support from the NIEHS, it maintains editorial independence. Since the publication is supported by the Federal government, content published in EHP is completely open access, and is free of any author publication charges or page fees. The journal also prides itself on distributing and disseminating cutting-edge research throughout the scientific community, helping the NIEHS to implement its strategic plan of advancing science and improving health, while keeping the journal at the forefront of the publishing landscape. Currently, articles for the Chinese Edition are selected for translation by EHP's editorial staff, led by the International Program Manager, and in conjunction with the News Editor and Editor-in-Chief. Content for the Chinese edition is translated with assistance from partner organizations in China. EHP staff handles the licensing and acquisition of all graphics that accompany the translated articles. These partners also currently handle the typesetting of the Chinese content. Under the current process, publication-ready Portable Data Files (PDFs) and manuscript-quality Microsoft Word files containing translated Chinese text, are delivered to EHP. PURPOSE AND OBJECTIVES: The basic service objective is to provide support for the EHP to control the translation of its content, and to translate scientific journal content into multiple languages for worldwide distribution. The contractor shall provide translators who are specifically trained and technically capable of accurately translating content that is scientific and highly technical in nature. Translation of the journal's scientific content is needed throughout the performance period; however, Simplified Chinese will be the focus in year one (1) and two (2) of the contract while years three (3) through five (5) will be expanded to include Portuguese, Russian, Japanese, Spanish, French, and Hindi. The Contractor shall translate content in a continuous-publication format to match the English content. The Contractor shall accept a continuous stream of content at various volumes and shall integrate the translated content into the existing JATS XML of the English version. This will allow for EHP's online platform to deliver a seamless reading experience to the user no matter what language they prefer. Prior to final delivery of the content to the public, EHP's International Program Manager will review all translated content for accuracy. It is anticipated that there will be 60-75 articles per year; the length and complexity of each article varies, but at least 50% are expected to be short-form (approximately 1 published page) per year during year one (1) and year two (2). The output is expected to increase in year three (3) to between 120-150 articles per year. ANTICIPATED PERIOD OF PERFORMANCE: The contract will consist of a 5 year ordering period. Task orders will be placed as needed by the NIEHS and will specify actual performance dates and task areas to be covered. Single task orders cannot exceed a 12 month period. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE: The intended procurement will be classified under the NAICS code 541930 Translation and Interpretation Services with a size standard of $7.5M. ANTICIPATED CONTRACT TYPE: The resultant requirements contract will consist of a basic ordering period of 60 months for a total of a five (5) year ordering period. Task orders will be placed as needed by the NIEHS. Specific performance dates, locations, and task areas, will be specified on Task Orders. The types of orders authorized for use under the resultant requirement contract will be firm-fixed price. PERFORMANCE LOCATION: See Statement of Work. CAPABILITY STATEMENT/INFORMATION SOUGHT: Interested organizations are required to submit their capability statements via email to frederick.rieger@nih.gov, and should not exceed five (5) pages in length (page limitation excludes response to number 9 below); not including a standard product brochure that clearly details the ability to perform the aspects of the notice described in the Draft Statement of Work and should be tailored to the "Project Requirements" as concise as possible. GSA Contract Number: 9. Clear and convincing documentation of your capability and ability to provide the services specified in this notice. As part of your capability statement, review the sample documents and provide : • Translate the paper {Capability Statement Sample 1 (pdf)} into Simplified Chinese, adding the translation to the XML file {Capability Statement Sample 2 (xml)} according to the DTD called out in the file, and add any necessary translation of text in the figure {Capability Statement Sample 3 (Graphics)} to the translated caption. Queries should be supplied as a separate file. 10. Examples of prior completed contracts and other related information. 11. Comments (not questions) on how you as a potential Quoter would structure the billing. 12. Comments (not questions) on structuring billing based on the following (See Draft Attachment IV - Task Order Pricing Matrix: • Translations Per English Article (PDF) Page - Billing differently for languages or using the same rate regardless of the language • Figures Per Article - Whether image size would affect the billing rate. Note that standard product brochures will not be considered a sufficient response to this source sought synopsis. CONFIDENTIALITY: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). DISCLAIMER AND IMPORTANT NOTES: This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Potential Quoters are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Interested parties may identify their interest and capability to respond to the requirement. The Government shall consider all responses received within ten (10) days of this posting. Written responses to this synopsis shall contain sufficient documentation to establish their capability to fulfill this requirement. NIEHS will not be responsible for any costs incurred by interested parties in responding to this notice.
