- PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The Office of Acquisition (OA) at the National Institute on Drug Abuse (NIDA), on behalf of the National Institute on Aging (NIA) intends to negotiate and award a purchase order to Histoserv, Inc. 19526 Amaranth Drive Germantown, MD 20874 for histology services in support of the NIA Translational Gerontology Branch (TGB). Reference sources sought number HHS-NIH-NIDA(AG)-SBSS-18-146, released on FedBizOpps from April 13, 2018 through April 18, 2018. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 621511 with a size standard of $32.5 million. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal Acquisition Regulation (FAR) in effect through the Federal Acquisition Circular (FAC) 2005-97. STATUTORY AUTHORITY This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source and FAR Subpart 12 - Acquisition of Commercial Items. DESCRIPTION OF REQUIREMENT The purpose of this requirement is to obtain histology services in support of the NIA Translational Gerontology Branch (TGB), specifically H&E stainings of soft tissues, bone and brain. The contract will cover 750 Soft Tissue, H&E 1x3" slides, 500 Bone H&E 1x3" slides, 100 Brain H&E 1x3" slides and 25 Slide Boxes. Contractor must be within 25 miles of the NIH Animal Center in Poolesville, MD to pick up and return samples. DELIVERY DATE 30 days after Purchase Order Award. CLOSING STATEMENT This synopsis is not a request for competitive proposals. All responsible sources that could provide comparable services may submit a capability statement that contains detail to allow NIA to determine if it can meet the above specific requirements described herein. All responses received by the closing date of this synopsis will be considered by the Government. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
