- Sole Source Justification The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Illumina, Inc. for the purchase of annual maintenance services for an existing Illumina MiSeq platform. These services are required to keep the existing Illumina platform functional and up to date; no other vendors meet this requirement for the Illumina MiSeq platform. This service maintains the operational readiness of a critical laboratory instrument. The Illumina MiSeq platform can only be serviced by Illumina due to its highly specific mechanics and proprietary operations. This service maintains the operational readiness of a critical laboratory instrument. The instrument participates in standard laboratory operations as well as public health emergencies and requires regular maintenance and parts for consistent operation. Maintenance from vendors other than Illumina technicians would negatively impact the validity of results. Without valid, reliable, and reproducible results, years of research would be jeopardized because data from an incompatible system would not be directly comparable or consistent with data that has been collected and analyzed over time. In addition, service performed by technicians other than the manufacturer's technicians would void the manufacturer's warranty and threaten instrument operations. Due to the highly technical, carefully engineered nature of the MiSeq platform, Illumina is the only vendor that is certified to perform these services. No other entities or individuals receive the extensive training required for maintaining and repairing, except Illumina service engineers. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS; however, all quotations/responses received within five (5) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
