Description
This is a Sources Sought notice. The purpose of this Sources Sought is to accomplish market research (pursuant to FAR Part 10) and find qualified small businesses to contract for an Academic Advisor to support the training components of the Indian Health Service (IHS) Injury Prevention Program (IPP). The Government is requesting information regarding the availability of Small and Large Business firms capable of performing the necessary services to complete this requirement. Interested small and large business firms who meet the capability requirements identified in this notice are requested to reply to this announcement with a response to the specialized qualifications below. If no experience or capabilities are associated with a particular requirement, so indicate. Based upon the responses received from small businesses, consideration will be given to determine if this acquisition can be set-aside for small business competition. The type of work to be performed will be services under applicable NAICS code 611710, Educational Support Services. The small business size standard for this code is $15 million. Scope of Work: The contractor shall furnish all labor, personnel, materials, equipment, tools, appliances, supplies, services, insurance, and supervision to provide Academic Advisor services to the IHS IPP. The overall requirements are to: 1.Coordinate and consult with the IHS Injury Prevention Academic Review Committee charged with reviewing and revising all IHS Injury Prevention courses and Injury Prevention training material content. 2.Coordinate and conduct 12-month sessions of IHS Injury Prevention Fellowship. Some of the classes will be provided through distance learning/virtual classrooms and some will be provided in person. Travel will be required. The contractor will assist with Fellowship curriculum review and modifications to ensure the most effective content delivery method. 3.Consult with and provide assistance with injury prevention special training projects or tasks for the IHS Injury Prevention Program Manager. Specific draft tasks include the following: 1.Injury Prevention Fellowship Tasks a.Develop Fellowship curriculum, course structure, learning methods and schedule for the 2019-2020 IHS Injury Prevention Fellowship. b.Assist the IHS IPP manager in planning, organizing, and selecting participants for each Injury Prevention Fellowship class. c.Plan the 12-month experience for each Fellowship class, organize speakers, ensure effective curriculum design and delivery, and provide evaluation for the Fellowship experience. This includes developing and coordinating up to four (4) classes and the graduation and presentation of final projects. d.Assist and support mentors assigned to each Fellow. e.Monitor Fellow progress through phone calls, email, letters and/or face-to-face meetings to assure timeline and completion of Fellow's research projects. f.Assist in the design, implementation and analysis of individual Fellow projects. g.Provide oversight in Fellow progress during training year. h.Assist in preparation of Fellowship project work for publication in peer reviewed journals, poster presentations, and other means of public dissemination. 2.COURSE CURRICULUM DESIGN & EVALUATION T&D to include a.Coordinate meetings/teleconferences of the Injury Prevention Academic Review Committee to evaluate content and teaching modalities for the Fellowship, Introduction to Injury Prevention course, Intermediate Injury Prevention course, and Advanced Injury Prevention course. b.Based on findings and decisions of the Academic Review Committee, develop documents such as teaching curriculums, training outlines, data collection methods and other resources materials. c.If needed, coordinate pilot course(s) and conduct secondary revisions to curriculum, outlines, resource materials, and delivery. 3.CONSULTATION TO IHS IP PROGRAM MANAGER T&D a.Advise on clinical and public health aspects of injury prevention. b.Assist with developing reports, information summaries and presentations. c.Assist with design, implementation, and evaluation of Area IP Projects. Work will be monitored by a designated Contracting Officer's Representative (COR) at IHS headquarters located in Rockville, Maryland. This notice is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP) or a commitment on the part of the government to conduct a solicitation for the stated services in the future. Responders are advised that the government will not pay for information submitted in response to this RFI, nor will it compensate responders for any costs incurred in the development/furnishing of a response. Please note that a decision not to submit a response to this RFI will not preclude a vendor from participating in any future solicitation. Responses Responses must be limited to five (5) letter-size pages or less, in Microsoft Word or Portable Document format (PDF), using Times New Roman 12-point font. Include the following: 1. Cover letter/sheet that includes: a. Your firm's Data Universal Numbering System (DUNS) number, b. CAGE code (if applicable), c. Company point of contact (POC) and d. Socioeconomic status under North American Industry Classification System (NAICS) code, Product Services Code (PSC), clearance level, and any other relevant/appropriate data. 2. General Business Information: Provide general information about your business, to include any relevant information to the instant requirement. 3. Experience: Provide specialized experience and technical competence in the type of work required. 4. Past Performance: Provide past performance on contracts with government agencies and private industry in terms of cost control, quality of work and compliance with performance schedules. 5. Location: Provide geographical location of the office with respect to the area of the project and knowledge of the locality of the project, specifically addressing the rurality.
