- NOAA's Acquisition & Grants Office (AGO),Satellite and Information Acquisition Division (SIAD) Branch, intends to award Sole Source basis, under authority of FAR 13.106-1(b), with Bureau of National Affairs (BNA), DUN's 003244084, of 181 S. Bell Street Arlington, VA 222002-4519, to provide access to legislative policy developments via online data services to include the full range of news, data, and analytical tools. The Sole Source determination is based on the Office of Space Commerce (OSC). Only BNA is capable of providing the online data services required at the level of quality required because BNA services are highly specialized. BNA provides full text of all amendments considered, as well as corresponding actions, including votes, within hours after the markup required to perform this requirement. This notice of intent is not a request for competitive quotes and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within fifteen (15) days after publication of this notice. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
