Description
The Bureau of Reclamation (Reclamation), Phoenix Area Office, Arizona, intends to award on a sole source basis a Firm Fixed Price requirement to the SRI Foundation, 333 Rio Rancho Drive, Suite 103, Rio Rancho, New Mexico 87124. The requirement is for the development of a Programmatic Agreement (PA) for the New Mexico (NM) Unit Environmental Impact Statement (EIS). This procurement is being conducted pursuant to Federal Acquisition Regulations (FAR) Part 13. Reclamation believes that only one responsible source can fully provide the service that will satisfy the agency's requirement. A Justification for Other Than Full and Open Competition will be prepared in support of this acquisition and posted in accordance with FAR Subpart 6.302-1, Only one responsible source and no other supplies will satisfy Agency requirements. Requirement details. In accordance with the terms of 36 CFR § 800.14(b), the Contractor shall provide all services necessary to prepare a programmatic agreement for the proposed NM Unit. Reclamation will include the programmatic agreement in the EIS and it must be fully executed prior to issuance of a Record of Decision (ROD) in December 2019. Reclamation estimates that six federal and state agencies will be involved in consultation on the programmatic agreement and the NM Unit EIS, including Reclamation, NMISC, the United States Forest Service (USFS), the New Mexico State Historic Preservation Division (NMHPD), the New Mexico State Land Office (NMSLO), and the Advisory Council on Historic Preservation (ACHP). In addition, Reclamation anticipates that 23 Native American tribes in New Mexico, Arizona, Texas, and Oklahoma will be involved in consultation on the programmatic agreement, the proposed action, and its potential effects to historic properties and sacred sites. The contractor shall participate in meetings and teleconferences, provide meeting minutes, prepare programmatic consultation letters, and prepare the programmatic agreement. The contractor shall travel to several locations in Arizona, New Mexico, and Oklahoma. Minimum Qualifications: · The Contractor shall have recent and extensive demonstrated experience within the last three (3) years in developing and successfully executing multiple PAs of this scale and complexity; · The Contractor and its proposed lead shall have recent and extensive demonstrated experience in maintaining professional and courteous relationships built on trust with stakeholders and is in good standing with the stakeholders, specifically the seven (7) Native American tribes in New Mexico, Navajo Nation, and Hopi Tribe and with their clients throughout the life of previous PA development projects; · The Contractor and its proposed team shall have demonstrated knowledge about prevailing and relevant Federal and State laws and standards that affect cultural resources in New Mexico; · The Contractor’s proposed lead shall be able to efficiently and effectively attend consultation meetings with stakeholders at their respective headquarters (i.e. seats of tribal governments) in New Mexico, and; · The Contractor and its proposed lead shall have recent and extensive demonstrated experience in developing and successfully executing PAs on a tightened schedule. This procurement will be awarded using simplified acquisition procedures. The anticipated award date is on June 06, 2018. The North American Industry Classification System (NAICS) code is 541620, Environmental Consulting Services; and the size standard is $15 million. Contractors that recognize they can fully provide the required services are encouraged to identify themselves and give written notification to the Contract Specialist. In order to allow for sufficient Government consideration, vendors shall submit their written Letter of Intent no later than May 25, 2018, at 10:00 am. Responses received after May 25, 2018, will not be considered by the Government. All responses should include the contractor’s Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Contractors should additionally identify themselves as either a "small business" or and "other than small business" under North American Industry Classification System (NAICS) Code identified herein. A determination by the Government not to compete this proposed action based on the responses to the notice is solely with the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Effective July 30, 2012, prospective vendors must be registered in the System for Award Management (SAM) prior to the award of a contract. Lack of registration in the SAM database may make an offeror ineligible for award.
