Description
The Department of Veterans Affairs, Network Contracting Office (NCO) 22, is issuing this notice of intent (NOI) to inform industry contractors of the Government s intent to execute a Sole Source award under FAR Part 13 Simplified Acquisition Procedures (SAP), specifically FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items with Cardinal Health 414, LLC, located at 7000 Cardinal Pl Dublin, OH, 43017-1091. This requirement will be used for Maintenance and Support of Cardinal Health/ Wavemark Equipment for the VA Loma Linda Healthcare System (VALLHS) Cardiac Catheterization Labs. VA Loma Linda Healthcare System Facilities Management Services, is requesting single source procurement for services to maintain and upgrade existing Cardinal Health/ Wavemark EiRTLS inventory and supply usage capture solution that provide inventory accuracy in the Cardiac Catheterization Labs. Specific tasks include: 1. EiRTLS license Software, Interface and Module Maintenance, EiRTLS License Software Maintenance includes software upgrades (average 4 major upgrades per year), scheduled enhancements between major releases, and bug fixes. 2. RFID Equipment Maintenance, the equipment maintenance should cover the smart cabinets, point of care stations and tagging stations that includes the following elements: monitoring (Smart Cabinets), monitoring (point of use stations/ XPOS), equipment support if a problem is remotely identified the Help Desk will alert the engineers who will remotely diagnose, and in approximately 80% of cases will be able to correct the issue remotely, and hardware system updates. 3. Support services, support desk, global products database feed, product database maintenance, and unlimited remote training. 4. Professional services and account management. The proposed period of performance will be from 6/5/2018 through 6/4/2019. The estimated value is of $82,371.00 for the life of the contract. This procurement is being conducted using commercial item procedures pursuant to FAR Part 12 and FAR Part 13, specifically FAR Subpart13.106-1(b)(1)(i) allowing the Contracting Officer (CO) to solicit from one source. This will be a Firm Fixed Price (FFP) award and an anticipated award date is set for 5/25/2018. The place of performance is as follows: VA Medical Center-Loma Linda: Huang James J MD at 11201 Benton St, Loma Linda, CA 92357. The North American Industry Classification System (NAICS) for this requirement is, 811219- Other Electronic and Precision Equipment Repair and Maintenance. The Small Business Administration size standard for this sector is $20.5 Million. This notice of intent is neither a formal solicitation nor a request for competitive proposals. No solicitation document is available and telephone requests will not be honored. No award will be made on the basis of unsolicited quotations or offers received in response to this notice. Any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the Government. The intent of this synopsis is for informational purposes only. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government.
