- The purpose of this announcement is to extend the market survey response deadline to 12:00 PM Eastern Time on or before May 23, 2018. All responses must be submitted in electronic format to Toloria J. Crawford via email to Toloria.J.Crawford@faa.gov and copy vilayvanh.thamvongsa@faa.gov. No telephone calls will be accepted. __________________________________________________________________________________________ 1. Introduction/Purpose This announcement is a Market Survey/Request for Information for the purpose of soliciting capabilities statements from interested vendors. The Federal Aviation Administration (FAA), through the Office of Chief Counsel (AGC), Administrative Services Division (AGC-10), requires a research and analysis publication tool that has the ability to assist attorneys in the case decision process. 2. Incumbent Contractor LRP Publications, Horsham, PA Contract Number: DTFAWA-15-F-00011 3. Description of the Required Services The FAA seeks a vendor to provide subscription access the following resources via the web: Quick Start Guides, Summaries of Case Decisions and Arbitration Awards, Case Index Numbering System, Forms Library, News and Legislation, Fed Web Alert, Checklists+, E-Updates, William B. Wiley's Employee Relation Desk Reference, EEOC Decisions, ADA and Rehabilitation Act Decisions, FLRA Decisions, Arbitration Awards, MSPB Decisions, Pay and Benefits Civilian Personnel Decisions, Comptroller General Non-Labor Decisions and Federal Employee Ethics Decisions. Web versions of the following guides: A Guide to Federal Labor Relations Authority Law and Practice, by Peter Broida A Guide to Merit Systems Protection Board Law and Practice, by Peter Broida A Guide to Federal Sector Equal Employment Law and Practice, by Ernest C. Hadley A Guide to Principles of Federal Sector Arbitration, by Peter Broida 4. Nature of Competition The acquisition strategy for the procurement has not been determined at this time; however, either an unrestricted competition or a set-aside may be chosen depending on the responses to the market survey. 5. Standard Language Respondents to this Market Survey Announcement should note that “ (a) This is not a Screening Information Request or Request for Proposals of any kind; (b) The FAA is not seeking or accepting unsolicited proposals; (c) The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; and (d) Any costs associated with the market survey submittal is solely at the interested vendor ™s expense. 6. North American Industry Classification System (NAICS) Code The NAICS code for this procurement has not yet been finalized, but NAICS code 519130 “ Internet Publishing and Broadcasting and Web Search Portals with a size standard of 1,000 employees or NAICS code is 519190 “ All Other Information Services with a size standard of $27.5M is being considered. 7. Submittal Requirements for Market Survey Interested companies are asked to respond by submitting Capabilities Summary. Capabilities Summary should include information on how the vendor can provide the required access as mentioned in Section 2. Description of the Required Services of this announcement and any contracts under which vendor has provided these services. Capabilities Summary is to be limited to two (2) pages. If any of the information submitted is considered to be proprietary, the submitter is responsible for marking it accordingly. Notwithstanding, the Government does not intend to release or distribute any of the information contained in the Market Survey responses.
