- Amendment 0002 Response date changed from 21 May 2018, 10:00am EST to read 30 May 2018, 10:00am EST. 5/17/2018 Amendment 0002 to extend the response time from 21 May 10:00 EST to 30 May 2018, 10:00am EST has been uploaded Amendment 0001 to increase Army service level from every 2 weeks to weekly and updating of the lines 5, 23, 24. 59, and 60 on each page of the bid schedule has been uploaded. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The following information is provided: Solicitation Number: FA6606-18-Q-0002, Request for Quote, solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-96. The North American Industry Classification System (NAICS) Code is 562111-Solid Waste Collection, This project is being solicited as a 100% Total Small Business Set-Aside. SBA Small Business size standard is $38.5M. This acquisition is reserved for 100% Small Business Concerns. The Government anticipates award of a firm fixed price contract to the lowest price. Westover Air Reserve Base requires an Integrated Solid Waste Management/Recycling service contract for five (5) years to include : one (1) basic year and four (4) 1 (one) year option years, and a six (6) months short option which will be exercised only after the fourth (4 th ) option year as needed. Services to be performed are the following: Municipal Waste Collection/Recyclable Collection/Unscheduled Items pick up and special events/Base Operating Recycling Center/Landfill Fees-Tipping Fees. This requirement consists of furnishing all labor, expertise, equipment, materials, facilities, transportation and appliances necessary to complete refuse/recycling services in accordance with the attached performance work statement. This requirement must comply with all the requirements set forth by the Department of Defense (DoD), Air Force (AF), federal, state, and local regulations. Quotes will be evaluated on a best value to the government - price only. Please see attached document for details of requirement. All quotes will be considered. The Government anticipates a firm fixed price, single award contract from this solicitation. Site visit will be conducted on May 15, 2018 at 9:00am EST at Westover Air Reserve Base, Chicopee, Massachusetts. All individuals wishing to attend must pre-register no later than May 14, 2018 with the following information: Solicitation number, date and time of site visit, Firm/Company name and telephone number, visitors name and driver's license number for each attending individual, vehicle description to include, make, model, year and color (indicate if rental) to Theresa Elkins via email at theresa.elkins@us.af.mil. Interested parties are highly encouraged to attend the site visit. No allowance or consideration will be given after award for condition(s) which existed at the time of the site visit. To receive an award of contract the quoter's must be registered in the System for Award Management database which can be accessed at the website http://www.sam.gov/portal/public/SAM. Interested offerors are required to submit at a minimum their representations and certifications (FAR 52.212-3 Offeror Representations and Certifications - Commercial Items and 52.204-17 Ownership or Control of Offeror) with quote. The solicitation including the bid package, wage rates, specifications and drawings (as applicable) will be posted at www.FBO.gov as an attachment to this requirements. Quotes shall be submitted NO LATER Than May 21, 2018, 10:00am, EST, to 439 CONF/PKA, 250 Airlift Drive, Westover Air Reserve Base, Chicopee, MA 01022 All questions regarding this requirement must be submitted in writing to theresa.elkins@us.af.mil, no later than 16 May 2018.
