- Synopsis for Solicitation number N0018918Q0267 (Confinement Services, Great Lakes, IL) The NAVSUP Fleet Logistics Center Norfolk (FLCN), Contracting Department, Norfolk VA intends to procure confinement services for military members in Great Lakes, Illinois. The instant requirement is being processed through other than full and open competition under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements . The Government intends to solicit and award to Lake County, Illinois on a sole source basis, since they are the only known source with capability of satisfying the government s minimum requirement at this time. THIS NOTICE IS NOT A REQUEST FOR COMPETIVE QUOTATIONS. This action will be solicited on a sole source basis under FAR Part 12 Acquisition of Commercial Items , in conjunction with FAR Part 13 Simplified Acquisition Procedures . This action will result in an Indefinite Delivery/Indefinite Quantity single award type contract with Firm Fixed-Price provisions. This solicitation will be issued using other than full and open competition to procure confinement facility services as requested by Commander, Navy Region Mid-West, Great Lakes Naval Station, IL. The applicable North America Industry Classification System (NAICS) code is 922140. Interested persons may identify their interest and capability to respond to the requirement. Any information received will be reviewed by NAVSUP FLC Norfolk Contracting Department. A determination by the Government not to compete the proposed contract action based upon responses to this notice is solely within the discretion of the Government.
