- 6) Is there a requirement as to how the processed cases and DTB cartridges need to be returned? Please refer to the NLS Specification 430, supplied in section J of the solicitation. a.Plastic bags for the cartridges. Who supplies? Products are supplied by the contractor per section C.2 of the solicitation. b.How the empty cases are packaged? Please see Section D of the solicitation and NLS Specification 430 c.How many in a case? What is the case size/weight? Please see Section D of the solicitation and NLS Specification 430 d.What is the frequency of deliveries to the processing facility? Average size? Please refer to section C.3 of the solicitation. e.Who supplies the return shipping boxes? Products are supplied by the contractor per section C.2 of the solicitation. f.How many units of each per box? Containers are normally sized in pallets of approximately 20 boxes per pallet that contain 3000 containers total (approximately 150 containers per box). One lot is 9000 containers. Cartridges are normally packed 200 in a box with 24 boxes per pallet. Usually stacked with four layers of five boxes and a fifth layer of 4 boxes on top for 9600 cartridges per pallet. This is considered one lot. g.Should the boxes be palletized? Yes h.Do you want a full pallet? X number of pallets? A truckload to be returned? Full pallets, no higher than 5 feet stacked are preferred. The number of pallets will be determined on current needs of the government. All pallets are shipped to contracted duplicators, not NLS. i.Is there a required or desire flow of DTBs back to LOC/vendors? At full capacity, a desired flow equal to the order total divided by the number of months in the contract period. 7) Record Keeping. We have to count the number of cartridges and containers received from each network library, successfully refurbished, unable to refurbish, shipped to NLS producers. Can we provide an aggregate number of cartridges refurbished for that month or does it have to track to the individual library? First is easy; second is very difficult. Meaning... Aggregate number is sufficient. Number of cartridges & containers received from each network library in that month. Correct For month: TOTAL number of cartridges sent out (should match # received except for WIP), TOTAL number refurbished, TOTAL number damaged. Correct 8) Is there a standard label on each box identifying the library it's from? What information is on the label should one exist? Is there a unique number for that library? Barcode? Can we get a copy of the label to build it into our process? There is not a current standard outside the four digit library code be placed on the box. 9) Will you supply us a list of all libraries in the network so we can setup our recording system in advance? The list of library codes will be provided upon award. 10) Outgoing. The cartridges need to be sorted by capacity. Can you tell us the different capacity options? Are the cartridges all the same size? All cartridges are physically the same size. In terms of memory, there is a 256MB, 512MB, 1G, 2G, and a 4G, but the latter is not yet in circulation. 11) Does the different capacity need to be part of the reporting? i.e. Month end reporting: 15,000 cartridges: 8,000 X capacity; 6,000 Y capacity, 750 Z capacity; 250 damaged. Yes, damaged by capacity as well. 12) We will have partially-filled boxes at month-end. How does this impact reporting? Should the report be of all cartridges/containers shipped or all cartridges/containers processed? When a lot is complete, samples are sent to NLS QAS for approval. Once approved, invoicing can be completed and direction for where to ship the lot is provided to the awardee. 13) Is there a specific format and method of transferring information over the Internet each month (as prescribed by NLS)? Reports are sent via email. 14) Communications and Payment of Postage Fees. Why is this here? Since all information is required to be sent over the Internet, there should be no hard charges except for our Internet charges. Correct? This section applies only to administrative correspondence between the COR and the vendor and not to the fulfillment of any contract deliverables 15) Section F Deliveries of Performance "DTBC and Container Shipments shall be IAW Attachment J-1 Section 4.1.3." what does this mean? Refer to attachment Section 4.1.3 for specific shipping instructions 16) If the first order is $100,000 worth, what would the average turnaround time be for such order? If the first order is much larger than what we would normally expect, would an extended time for fulfillment be granted? The $100,000 order would be estimated as a 3 month turnaround. Depending on receive rate from the network libraries, an extension could be granted. 17) Would LOC be providing shipping boxes and/or packing material, or would we be expected to take care of this? If so, what would be your specs and expectations? Products are supplied by the contractor per section C.2 of the solicitation. Specifications are found in NLS Specification 430, supplied in section J.
