- The purpose of this modification is to respond to interested party's questions. Question 1: The announcement indicates that activities include collecting data using NIST-developed survey instruments (Requirement 1d) and NIST-developed interview guides (2c). Are versions of these instruments and guides currently available? Response: The survey instruments and interview guides for this study are currently in development at NIST. They will be developed by NIST, and NIST will obtain all necessary approvals (e.g., Office of Management and Budget Paperwork Reduction Act and Institutional Review Board approvals) before they are made available to the Contractor for data collection use. Drafts of the survey instruments and interview guides will be made available to the Contractor following the award. NIST will provide maximum estimates of survey/interview length (# minutes) and possible survey modes within the specific Statements of Work/Statements of Objectives. Question 2 In reviewing publications on the NIST website one not find similar investigations for previous hurricanes. Have such studies been conducted? If not, might NIST's investigations for other disasters be relevant? (e.g., Investigation of Tornado in Joplin, Missouri, others?) Response: Please find information on similar disaster studies at the NIST Disaster and Failure Studies page: https://www.nist.gov/topics/disaster-failure-studies/about-disaster-and-failure-studies-program. More specifically, studies on windstorms and coastal inundation can be found here: https://www.nist.gov/topics/disaster-failure-studies/studies-hazard-types/windstorms-and-coastal-inundation, and the study of the 2011 Joplin, MO tornado is relevant to this work. Question 3 One is not able to find the NIST-developed survey instruments mentioned for requirements 1 and 2 online. Does NIST have instruments ready for this work or would the contractor have to develop them as part of the contract? Response: The survey instruments and interview guides for this study are currently in development at NIST. They will be developed by NIST, and NIST will obtain all necessary approvals before they are made available to the Contractor for data collection use if this developed in actual requirement. No solicitation documents exist now Question 4 Are requirements 1 and 2 being considered as two different contract awards? Or will they both be subsumed under one contract? Response: No solicitation documents exist now Question: In the notice, item 4 asks interested contractors to "Describe the company's services availability to the public". Could you clarify what is being asked here? Past experience has been asked earlier in the notice. Response: What is being askes here is to know If the interested party services are available to the public.
