- Justification and Approval The South Carolina Air National Guard, 169th MSG/MSC, intends to award a sole source (Only One Responsible Source) Firm-Fixed Price (FFP) contract to Cambridge Park Investments, DBA Global Data Specialists for the upgrade of radio configuration control guidance for the BAK-14 Aircraft Arresting System (AAS). The proposed contract will be utilized by the 169th Civil Engineering Squadron in order to upgrade existing AAS to Motorola ACE3600 RTU capabilities. Currently, the Motorola ACE3600 RTU system is the only radio system authorized for use with the BAK-14 AAS system and the associated manufacturer, Global Data Specialists, Inc. is the only authorized partner certified by the US Air Force Aircraft Arresting System program office to perform upgrade installation. Award will be made directly to Cambridge Park Investments, DBA Global Data Specialists IAW FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The North American Industry Classification System (NAICS) Code for this acquisition is 238210, Electrical Contractors and Other Wiring Installation, with a size standard of $15M. This notice is not a request for competitive proposals. All responsible sources may submit a capability statement which shall be considered by the agency before the intended award date. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government shall not reimburse interested sources for any information provided. No requests for capability briefings will be honored as a result of this notice, and any information provided will not be used as part of any subsequent solicitation requirement. If no response is received by 4:00 pm EST, 16 June 2018, an award will be pursued with the company mentioned above. All responses shall reference solicitation number W912QG-18-Q-5010 and be sent via electronic mail to TSgt Timothy Ogburn, at timothy.j.ogburn.mil@mail.mil. Telephonic inquiries will not be honored.
