Description
PURPOSE: This is a synopsis for the procurement of a 65' Dive Support Boat under a Firm-Fixed Price (FFP) contract. The Naval Sea Systems Command (NAVSEA) intends to issue a total small business set-aside competitive Request for Proposal (RFP) in the 3rd quarter of Fiscal Year 2018 in accordance with Federal Acquisition Regulation (FAR) Part 13.5, Simplified Procedures for Certain Commercial Items. NAVSEA intends to award a FFP contract to the responsible Offeror whose proposal is determined by the Government to be the Lowest Price Technically Acceptable (LPTA). This procurement will be issued as a simplified acquisition, in accordance with FAR 13.104(b) and FAR 13.5. DESCRIPTION & MISSION PROFILE: The boat is desired to provide comparable to enhanced performance of current capabilities. The contractor will be responsible for following their standardized manufacturing processes to procure, develop, test, and deliver final end items to the Government. This capability will mainly be for dive operations including: underwater ships husbandry repairs while moored alongside supporting CVN, SSBN, SSGN, and SSN class ships and submarines; military personnel training; pre-underway/deployment inspections; remote vehicle operations; submarine escape and survival. Prospective respondents should have the personnel, facilities, technical capability and production capacity to produce the specified craft. Key attributes and requirements: Boat type: Dive support boat Hull Length: 65 ft Length Overall: 71 feet Beam Overall: 22 feet Speed: 12 knots Range at Cruise: 400 nm Mission duration: up to 12 hours Hull material: Aluminum Propulsion type: Twin Diesel w/ inboard propellers Equipment: Surface supply dive air, embarked dive suit heater, folding knuckle boom deck crane for lifting items up to 4000 lbs. Please note that the solicitation may include the following clauses: • FAR 52.228-1 Bid Guarantee • FAR 52.228-16 Performance and Payment Bonds-Other Than Construction ADDITIONAL INFORMATION: This pre-solicitation synopsis is for planning purposes only and shall not be construed as an invitation for bid, request for quotation, RFP, or as an obligation on the part of the Government to acquire any products or services. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor responses to this announcement. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Please note, that all Industry responses and questions received for this Synopsis will be treated as public information and may be released on FEDBIZOPS. The Government will consider all comments received on this pre-solicitation synopsis. The Government does not commit to providing a response to any comment or question. The subsequent revision to any Request for Proposal-related documents based on comments received remains solely at the Government's discretion. No comments, questions, or inquires shall be made to any Government person other than the points of contact identified in this synopsis.
