- Veterans Affairs Network Contracting Office 6 (NCO 6) intends to negotiate on a sole source basis with J. W. Clark Enterprises, Inc. (DUNS: 930925453), pursuant to FAR 6.302-5, sole source award authorized by statute, and specifically VAAR 819.7007(a), for Sole Source Award to Service-Disabled Veteran Owned Small Businesses (SDVOSBs). This notice is being provided in accordance with FAR 5.203(a). The proposed sole source contract is for construction services to complete Project 590-18-106, Replace CLC Doors at the Hampton VA Medical Center in Hampton, Virginia. The NAICS code for this contract action is 238350, Finish Carpentry Contractors (SBA Size Standard: $15m annual revenue). The Product Service Code for this action is Z2DA, Repair or Alteration of Hospitals and Infirmaries. The project scope of work includes replacing all corridor doors, and patient room doors, as indicated on the drawings, (a total of 108 doors, see door schedule), and installing door hardware in accordance with the manufacturer's recommendations. The Contractor shall verify the dimensions of all doors, and existing metal door frames. Door locks shall be installed to new doors. The contractor shall paint all metal door frames, with the color of paint being determined by the COR prior to start of work. This sole source synopsis is not a request for competitive proposals; however, any responsible source who believes it is capable of meeting the requirement, may submit a proposal to the contracting officer no later than Friday, June 1, 2018, 08:00PM EST. The Statement of Work and drawings are attached and represent the only specifications available for this project. Proposals may be sent to Daniel Spaulding, Contracting Officer, at daniel.spaulding@va.gov. No telephone responses will be accepted. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
