Description
Grounds Maintenance for the Stamford Hurricane Barrier. The U.S. Army Corps of Engineers, New England District, is issuing a Sources Sought Announcement to gather market research information for the Grounds Maintenance Services for Stamford Hurricane Barrier East and West Abutments. The West Abutment is located at 230 Elmcroft Road, Stamford, Connecticut. The East Abutment is located at 131 Harbor Drive, Stamford, Connecticut. to determine the interest, availability and capability of 8(a), HUBZone, Service-Disabled Veteran-Owned and Small Business concerns as described below. The NAICS code for these procurements is 561730 (size standard $7.5 Million). Please indicate in your response your preference to have this project to include all the work components described below or to split the project into two separate contract actions. Once action for Grounds Maintenance (Landscaping only) and a separate contract action for Snow Removal or One combined requirement for Grounds Maintenance including Landscaping and Snow Removal. The requirement will have 1 base year with two additional optional years. Description of Requirement: 1. The Stamford Hurricane Barrier has approximately 1 acre of fine lawn area that requires bi-weekly (once every two weeks) maintenance. Approximately 29,000 square feet of paved roadways, parking lots, pull-offs, stairways and sidewalks that will require snow removal and sanding services. Mowing Requirements: Cut and power mow grass to a height of (2-1/2") two and one-half inches in each area around each facility. Mowing shall be uniform with no uncut or uneven areas resulting from mowing, overlap, wheel rollover, etc. Raking and removal of grass clippings will be required when leaving the clippings will cause damage to turf or cause an unsightly appearance. Mowing shall be conducted in such a manner so there is no wheel damage to the turf or any damage to concrete edges, signs, fences, or trees. Mowing shall not take place close enough to facilities to cause damage. Mowing shall not be performed when the grass is wet or during periods of heavy visitation. Mowing with heavy tractors will not be permitted when the ground is so wet that the mowing operations will cause wheel rutting. Mowing under these conditions shall be accomplished by use of smaller mowing equipment as mentioned above. Mowing should be performed up to the wood line or adjoining parking lots or fine lawn/rough lawn areas as applicable. 2. Trimming Requirements: Trim grass to a height of height of (2-1/2") two and one-half inches in the area around each facility. Trimming, edging shall be conducted in such a manner so there is no damage to the turf or any damage to concrete edges, signs, fences, or trees. Areas adjacent to facilities must be trimmed using other types of equipment such as string trimmers. Trimming shall be accomplished around all vertical objects such as against buildings, guard posts, fences, tables, trash receptacles, electrical pedestals, water fountains, hose bibs, cookers/grills, etc. The use of a gas-powered or electrical string trimmer will not be permitted around shrubbery or around trees that have a diameter of (6") six inches or less, as measured (12") twelve inches above surrounding grade. Trimming shall also occur in areas inaccessible to larger equipment. Trimming should be performed up to the wood line or adjoining parking lots or fine lawn/rough lawn areas as applicable. Trimming of grass and weeds will extend 2-feet into all parking areas and 2-foot beyond all parking lots and or concrete parking bumpers within the parking lots, whichever is greater. Trimming shall be done at a minimum each time mowing is performed. The use or application of herbicides in place of trimming requirements is not allowed. The Technical Point of Contact may determine that area/facility trimming is required in conjunction with maintenance work and that mowing services are not required. 3. Grounds Cleaning Requirements: Grounds cleaning will be performed in conjunction with scheduled mowing services, in order to leave the service area with an overall neat and clean appearance. Prior to mowing, the Contractor shall remove all rocks, broken limbs, litter, or debris from lawn areas that are likely to damage equipment, be thrown by the mower, or leave an unsightly appearance after mowing. After mowing is completed, the contractor shall remove all vegetation and debris from picnic table pads, paved roads and walkways, and all parking areas that were deposited as the result of mowing operations. The grounds cleaning shall remove all obvious and noticeable trash, litter and debris from the service limits which are designated as boundaries on the attached location maps. All trash and litter shall be removed and properly disposed of. All debris (grass clippings, sticks, leaves, pine needles, sand/dirt, etc.) shall be removed from the project or spread out in the nearby woods as directed by the Technical Point of Contact. 4. Snow Removal Requirements - All snow in designated locations shall be removed by either plowing, snow blowing or hand shoveling. Snow shall be removed from designated locations in a manner that meets applicable industry standards. Roadways, parking lots and pull-offs shall be made free of snow in such a manner to ensure the safe use of these areas, by both vehicle and foot pedestrians. Services will also include the shoveling of all exterior stairways and sidewalks and areas in front of all building entrance and garage doors. Snow may not be piled in a manner or location that obstructs normal activities within the projects or their facilities. Snow shall be removed in such a manner that no damage occurs to Government or private property. 5. Sanding Requirements - All sanding services will be performed at the direction of the Project Manager. Sanding must be completed in designated locations in such a manner that the sand evenly and effectively covers the area. Roadways, parking lots, pull off's, exterior stairways, sidewalks and areas in front of all building and garage doors shall be sanded in such a manner to ensure the safe use of these areas, by both vehicle and foot pedestrians. Special focus should also be placed on problem areas or in locations where ice, slush or snow has accumulated. Sanding shall be done in such a manner to reduce the risk of damage to vehicles or injury to foot pedestrians due to icy and or slippery conditions. Item Description Quantity Frequency 1 Perform Mowing, Trimming and Grounds Cleaning Services- East and West Abutments of the Stamford Hurricane Barrier. 6x2=12 Bi-Weekly(Every two weeks) (May-October) 2 Perform Snow Removal services-East and West Abutments of the Stamford Hurricane Barrier. (1"-3") 4 Services will be provided from October-March. 3 Perform Snow Removal services-East and West Abutments of the Stamford Hurricane Barrier. (3"-8") 4 Services will be provided from October-March. 4 Perform Snow Removal services-East and West Abutments of the Stamford Hurricane Barrier. (8" or greater) 2 Services will be provided from October-March. 5 Perform Sanding and Salting Services East and West Abutments of the Stamford Hurricane Barrier. (On-Call) 4 Services will be On-call from October-March. Interested firms should submit a capabilities package to include the following: business classification (i.e. HUBZone, etc.) as well as qualifications and experience in performing the work components stated above. Please include at least two specific examples of the firm's experience performing the work requirements stated above. The project examples must include the firm's experience in with Landscaping Services that also include Snow Removal. The projects must have been performed within the last five years.
