- Description
- The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) Wallops Flight Facility (WFF) intends to issue a modification to increase the contract maximum ordering value and the period of performance for an additional nine months (three month base period with six one-month option periods) for the Range Operations and Maintenance Bridge Contract (ROC-B). This modification will be issued on a noncompetitive basis to LJT & Associates, Inc. (LJT) in accordance with 10 U.S.C 2304(c) (1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "only one or a limited number of responsible sources and no other types of supplies or services will satisfy agency requirements." This increase to the Range Operations Contract will provide uninterrupted services to the Wallops Research Range (WRR) for deployment (launch) and/or support of operational and test carrier vehicles including rockets, aircraft, Expendable Launch Vehicles (ELVs), satellites, balloons, Unmanned Aerial Systems (UASs) and other services needed between the current contract extension expiring September 30, 2018, and the Range Operations Contract follow-on Procurement anticipated to be awarded at the end of 2018. The contract will have a maximum ordering value of $108.2M on a Cost Plus Fixed-Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ) task order contract with an effective ordering period of nine months (three month base period with six one-month option periods). The Government does not intend to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 2:30 p.m., Eastern Standard Time, on June 1, 2018. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
