Description
This notice is Subject to the Availability of Funds. Reclamation's Great Plains Regional Office intends to solicit a Request for Proposal - Lowest Price Technically Acceptable for the furnishing and installation of active vehicle barriers along various roadways that access dam crests. The work includes installation of retaining walls, shoulder widening and drainage improvements. Also, work includes furnishing and installing new guide rails in the vicinity of the active vehicle barriers. Work under this solicitation is to be performed at four (4) Bureau of Reclamation, Eastern Colorado Area Office facilities, located in Colorado: 1. Two barriers are located along Heeney Road near Green Mountain Dam, 30 miles northwest of Silverthorne, Colorado in Summit County. 2. Two barriers are located along Mt. Elbert Forebay Dam Road near Mount Elbert Forebay Dam, 14 miles southwest of Leadville, Colorado in Lake County. 3. Two barriers are located along Turquoise Lake Road (Lake County Road 4) near Sugar Loaf Dam, 5 miles west of Leadville, Colorado in Lake County. 4. Three barriers are located along S. Larimer County Road 31 near Carter Lake Dam, 11 miles southwest of Loveland, Colorado in Larimer County. In accordance with Part 15 of the Federal Acquisition Regulation, the Bureau of Reclamation intends to issue Solicitation No. 140R6018R0013 on or around May 23, 2018. The close for acceptance of proposals will be approximately 30 days from the date the solicitation is actually issued. Proposals are anticipated to be received at the Bureau of Reclamation's Great Plains Regional Office, 2021 4th Avenue North, Billings, Montana. The estimated price range for this acquisition is between $500,000 and $1,000,000. Reclamation anticipates the set-aside for this acquisition to be Total Small Business. The applicable North American Industry Classification System (NAICS) code is 237310, Highway, Street, and Bridge Construction, which has an associated Small Business Size of $36.5 million. NOTE: Pre-Solicitation No. R17PS01226 was previously posted July 13, 2017, and has been transferred to (Pre) Solicitation No. 140R6018R0013 and is expected to be available for viewing through electronic commerce via https://www.fbo.gov and https://www.fedconnect.net. The period of performance is anticipated to be 275 calendar days. The contractor who receives the award is required to commence work within 10 days of receiving the Notice to Proceed. The period of performance is inclusive of receipt and acceptance of submittals by the Bureau of Reclamation, as well as final cleanup. Contractors may obtain information on registration and annual confirmation requirements at the SAM website at www.SAM.GOV or by calling 1-866-606-8220. IPP: Payment requests for the anticipated contract are required to be submitted electronically through the U.S. Department of Treasury's Invoice Processing Platform (IPP) system. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register access and submit requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via e-mail ippgroup@bos.frb.org or phone (866) 973-3131. If the contractor is unable to comply with the requirement to use IPP, for submitting invoices for payment, the contractor must submit a waiver request in writing to the Contracting Officer with its proposal.
