Solicitation Number: Notice Type: FA8110-18-R-0003 Presolicitation Synopsis: PR Number: FD2030-18-32628 Item: 0001 Interim Contractor Support (ICS) for Common Organizational Level Tester (COLT) Test Program Sets (TPS) Quantity: 1 Lot Period of Performance: 01 JUL 2018 - 31 DEC 2018 Description: The contractor shall provide Interim Contractor Support (ICS) for Common Organizational Level Tester (COLT) Test Program Sets (TPS) in accordance with (IAW) Performance Work Statement (PWS). The contractor shall provide TPS hardware and software support to include repair of damaged or failed hardware, routine investigation of software deficiencies and/or potential fixes, and phone support/help desk services to Government field personnel. This includes legacy TPSs and the seven (7) Obsolescence Units being fielded throughout 2018. PR Number: FD2030-18-32628 Item: 0002 COLT Support Quantity: 1 Lot Period of Performance: 01 JUL 2018 - 31 DEC 2018 Description: In accordance with the requirements in Performance Work Statement (PWS), the Contractor shall perform COLT Support. This CLIN is subject to 52.232-20 - Limitation of Costs. Contractor shall invoice for costs incurred on a monthly basis via Wide-Area Workflow (WAWF). PR Number: FD2030-18-32628 Item: 0003 Travel Quantity: 1 Lot Period of Performance: 01 JUL 2018 - 31 DEC 2018 Description: In accordance with the requirements in the Performance Work Statement (PWS), the Contractor shall coordinate pre-approval for planned travel with the AFLCMC/WWZ COR prior to commencement of travel. The Contractor shall provide the purpose of the travel, number of participants, location and estimated cost. The Contractor travel payment is limited to reasonable and allowable costs to the extent that they do not exceed on a daily basis the maximum per diem rates in effect at the time of travel as set forth in the Government's Joint Travel Regulation, Volume 2 and allowable per FAR 31.205-46, Travel Costs. This CLIN is subject to 52.232-20 - Limitation of Costs. Contractor shall invoice for costs incurred on a monthly basis via Wide-Area Workflow (WAWF). Sole Source to: CACI Enterprise Solutions, INC. Duration of the contract period: 01 JUL 2018 - 31 DEC 2018 Electronic procedure will be used for this solicitation. The estimated solicitation issue date is 31 May 2018 and the estimated closing/response date is 30 June 2018. Phone calls will not be accepted, all correspondence must be by email. The proposed contract action is for supplies and services for which the Government intends to negotiate with the sole source vendor under the authority of FAR 6.302-1. Sole Source Authority: 10 USC 2304(c)(1), Justification: Supplies (or services) required are available from only one or a limited number of responsible source (s) and no other type of supplies or services will satisfy Agency requirements. AFFARS 5352.201-9101 OMBUDSMAN (NOV 2012) - An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes. Interested parties are invited to call the Ombudsman at (405) 736-3273.
