- Drawing No. B-12720 Drawing No. 91-503-M3 Drawing No. 91-100-G1 Scope of Work This is a COMBINED SYNOPSIS/SOLICITATION for COMMERCIAL ITEMS in accordance with Federal Acquisition Regulations (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotations are being requested and a written solicitation will not be issued. This solicitation is a request for quotations (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular, FAC 2005-97. The associated North American Industrial Classification System (NAICS) code for this procurement is 336611, with a small business size standard of 1,500 employees. The U. S. Army Corps of Engineers, North Atlantic Division -Philadelphia District is seeking to procure to procure and contract for all services related to constructing and delivering a new Thru-Deck Vertical Single Drum Above Deck Capstan for the Tug "GELBERMAN" which is owned and operated by the U.S. Army Corps of Engineers, New York District. All interested companies shall provide a quotation for the following: Description of Project: Bow Capstan The Contractor shall perform the following tasks: A. Construct, test and deliver one (1) Thru-Deck Vertical Single Drum Above Deck Capstan. B. Transport all components to be determined shipyard. For bidding purposes it should be assumed within 250 NM of Caven Point Terminal The vessel is equipped with two New England Trawler Thru-Deck Vertical Single Drum Above Deck Capstans, one on the bow and one on the stern. See the GELBERMAN Profile View drawing attached to this solicitation. This solicitation is for one capstan which will replace the bow capstan. The capstan shall have the following features: • 5/5 HP NEMA Design "D" 2 speed motor w/brake - Marine Duty - • 18" Diameter Barrel • Inline Design • 50 ft-lb Spring Applied/Power Release Brake rated at 150% • 4000 lbf Line Pull at 36 FPM • 2000 lbf Line Pull at 72 FPM • Static Bollard Pull 50,000 lbf • 230/460 VAC 3 Phase 60 Hz • NEMA 4x Control enclosure, complete with overloads, relays and transformer with 5 button control o Fast Fwd o Fast Rev, o Slow Fwd o Slow Rev o Stop The Capstan shall be provided with a mounting base plate that will directly bolt to the vessel's existing capstan base. The following reference drawings are provided for the Contractor to match the base plate bolt pattern for the vessel. Dwg No. B-12720 5/5 HP Electric Capstan GA The drawings for the existing capstans are included with this solicitation as reference drawings (see attached file named Crane Related Drawings.pdf). The general assembly details of the capstan are shown on drawing No. B-12720. The vessel is currently located at the U.S. Army Corps of Engineers, Caven Point Terminal, 3 Chapel Avenue, Port Liberte, Jersey City, New Jersey 07305. The intent is for the Contractor to deliver the capstan to the Government for installation during the upcoming vessel availability. The GELBERMAN is tentatively scheduled to enter a shipyard repair period from June 1, 2018 until July 20, 2018. As mentioned previously, the intent is for the Contractor to construct test and deliver the capstan to the Government while the vessel is undergoing repairs at to be determined shipyard. It is anticipated that the NTP will be issued as soon as construction drawings are approved by the Government. Place of Performance: U.S. Army Corps of Engineers, New York District Caven Point Marine Terminal 3 Chapel Avenue Jersey City, NJ 07305 Award shall be made to the quoter whose quotation offers the best value to the government, considering technical capability and price. The government will evaluate information based on the following evaluation criteria: (1) technical capability factor "meeting or exceeding the requirement and (2) price. All Quoters are invited to visit the Customers facility in order to properly scope out the job and provide Quotations. All requests shall be coordinated with US Army Corps of Engineers, New York District Caven Point Office - William Lyness - (201) 309-2360. All requests for inspection shall be no later than 3 days after the original posted date of the solicitation. In order for a quotation to be acceptable, the Quoter shall comply with the following minimum requirements: The Quoter shall have a minimum of 10 years experience in construction of marine deck machinery, including deck capstans, winches, and anchor handling gear. Quoters shall provide documentation with the offer to demonstrate that they comply with the minimum requirements above. FAR 52.212-1, "Instructions to Offerors-Commercial Items (DEVIATION 2018-O0013)" (Jan 2017) 2. FAR 52.212-2, "Evaluation - Commercial Items" (Oct 2014) 3. FAR 52.212-3, "Offerors Representations and Certifications-Commercial Items" (Nov 2017) Offerors must complete annual representations and certifications on-line at http://www.sam.gov/portal in accordance with FAR 52.212-3, "Offerors Representations and Certifications-Commercial Items." If paragraph (j) of the provision is applicable, a written submission is required. The following contract clauses apply to this acquisition: FAR 52.212-4, "Contract Terms and Conditions-Commercial Items" (Jan 2017) FAR 52.212-5, "Contract Terms and Conditions Required to Implement Statutes or Executive Orders (DEVIATION 2013-O0019)" (Nov 2017) All quoters shall submit the following: insert one (1) of copy of the quote to include company's name, address, POC information, CAGE Code, price, number of years of experience in relation to the requirement (technical capabilities) and how long the quote is valid. This is an open-market combined synopsis/solicitation for services as defined herein. The government intends to award firm fixed-price purchase order as a result of this combined synopsis/solicitation that will include the terms and conditions set forth herein. To facilitate the award process, all quotes must include a statement regarding the terms and conditions herein as follows: • The terms and conditions in the solicitation are acceptable to be included in the award document without modification, deletion, or addition. Submission shall be received no later than 5:00PM EST on Tuesday, 22 May 2018 at U.S. Army Corps of Engineers, Philadelphia District, Wanamaker Building, 100 Penn Square East, Rm 643, Philadelphia, PA 19107-3390, Attn: Romona Skeete. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f). E-mailed quotes will be accepted.
