- Specification-Drawing Notice of intent to award a sole source contract- Open Skies Portable Calibration Target Design, Build, and Baseline Certification The Defense Threat Reduction Agency (DTRA) intends to negotiate a sole source contract with Group VIII Technology, Inc. This is a contract for one (1) Open Skies Treaty Portable Optical Calibration Photographic Target Array consisting of two (2) Panels with Tri-bar groups in a folded linear design, one (1) Dual Level Brightness Panel, two (2) Panels with Tri-bar groups for use with high altitude sensors, quantity of 168 - R10 Steel Target Stakes, two (2) STB-1 Stake Transport Bags and one(1) certification document specifically designed to meet the requirements of the Open Skies Treaty, Annex D (Appendix 1), D12, D15/02, D5/15 (Rev2 D14), and D8/15 (Rev4 D17). During this contract, Group VIII Technology will provide a warranty for a period of one (1) year, beginning upon delivery (within 10 business days after award). This requirement will result in a Firm Fixed-Price contract. The North American Industry Classification System (NAICS) Code for this requirement is 541330. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have fifteen (15) days from the date of publication of this synopsis, to submit in writing, to the identified point of contact, clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government to not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government. All inquiries must be submitted in writing to the email address stated herein and to the attention of Mr. Ernest Caldwell, Contract Specialist. Responses to this notice must be received by 3:00pm EST on June 6, 2018. In the absence of qualified sources, a contract will be awarded under the Other than Full and Open Competition procedures, pursuant to 10 United States Code (U.S.C.) 2304(c)(1) or 41 U.S.C. 253(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source. Responses must include your business name, point of contact, address, and telephone number with area code. Telephone requests or inquiries will not be accepted.
