- Page 1 of 2 The Department of Veterans Affairs Great Lakes Acquisition Center (GLAC) in North Chicago Il intends to negotiate a sole source contract with SIMPLEXGRINNELL LP. to provide upgrade of the existing EZCare VITALTouch nurse call system at the VA Hospital by utilizing the Ascom "Connect for EZCare" service at Captain James A. Lovell VA Medical Center in North Chicago, IL. This contract will be for a one time firm fixed price contract. This procurement is being conducted in accordance with FAR 6.302-1, Only One Responsible Source and no other supplies or services will satisfy the agency requirements. The contract will be firm fixed price and the NAICS code is 334614. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products, services and capabilities as well as references from other customers who are using these products and services to upgrade of the existing EZCare VITALTouch nurse call system at the VA Hospital by utilizing the Ascom "Connect for EZCare" service to the contracting officer NLT 11:00AM EST, 25 May 2018. Supporting evidence must be submitted in sufficient detail to demonstrate the ability to comply with the above requirements and attached Statement of Work, to include access to OEM parts for repairs. Responses received will be evaluated; however a determination by the Government to not compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the GLAC will proceed with the sole source negotiation with Lyons Electrical CO Statement of work 1. Contract Title. VA ASCOM Upgrade 2. Background. This proposal is for the upgrade of the existing EZCare VITALTouch nurse call system at the VA Hospital by utilizing the Ascom "Connect for EZCare" system integration feature. This feature migrates the VITALTouch PC nurse call staff console functions to the Ascom Unite platform while reutilizing the existing EZCare nurse call room stations and corridor lights.. 3. Scope. SimplexGrinnell & Ascom Technicians will be on site to upgrade all of the necessary hardware and software. 4. Specific Tasks. Advantages this System Provides: The Connect for EZCare upgrade introduces new messaging and enhanced workflow solutions available with the Ascom Unite system. Unite is a powerful software platform that connects the existing EZCare nurse call system with mobile staff members, delivering advanced two-way messaging to a variety of mobile devices. It delivers intelligent integration, advanced alarm & messaging and system management in a unique, powerful package. With Unite, optional integrations are available with a variety of systems such as Ascom Myco smart phones, IP-DECT mobile phones, iOS and Android devices, various third party mobile phone systems (Cisco, Vocera, Spectralink), pocket paging systems, email notification, medical record systems, patient monitoring, real time locating systems (RTLS) as well as event logging for analytical reports and resource management. 5. Performance Monitoring The EZCare Connect migration will allow transfer of the EZCare VITALTouch PC nursing station consoles, ancillary signaling devices and data management functions to the facility enterprise IP network. Network support and management of the Unite client and server functions by the enterprise network, or a dedicated network if preferred, allows the facility IT staff to manage and maintain the system components as part of the existing IT infrastructure. The EZCare nurse call room stations, corridor lights and wiring to the rooms with remain in place minimizing cost and disruption of services. An EZCare Touch Control Station (TCS) will be installed in place of the current VITALTouch PC nursing station using the same LON network receptacle. An adjacent enterprise workstation will interact with the TCS using the Ascom Unite View and Unite Assign clients. The TCS will meet the required fundamental Nurse Call standards and provide voice communication with the nurse call room stations. The Unite Clients will work in conjunction with the TCS's in each nursing unit providing advanced options for call processing, staff messaging and workflow management. 6. Security Requirements. NA 7.
